Review of SEPA Activities June 25 - ADAGE files SEPA with Mason County Community Development (MCCD) – Lead SEPA Agency Sept 9 – MCCD issues a Determination of Significance and gives ADAGE until Nov 12 to refile Oct 28 - MCCD issues Determination of Significance (DS) requiring an Environmental Impact Statement (EIS) because the slash is defined as waste Nov 19 - All scoping comments for the EIS must be submitted to MCCD Nov 9 – Mason County suspends EIS and ADAGE has until Nov 12th to file Modified SEPA Nov 12 – ADAGE files Modified SEPA Jan 14 – All agency comments due to MCCD

  3. Next SEPA Steps DS or DNS DETERMINATION OF SIGNIFICANCE Community Development issues a Determination of Significance (DS) which starts the Environmental Impact Statement (EIS) process. CCMC has requested that new scoping letters be allowed based on the Modified SEPA. The EIS process would probably take 12 to 18 months. The EIS process could reveal information that could stop the project. OR

Next SEPA Steps DS or DNS DETERMINATION OF NON SIGNIFICANCE Community Development issues a Determination of Non Significance (DNS) which starts a public comment period and an opportunity to provide testimony. • Community Development issues a Determination of Non Significance (DNS) after the public comment period. CCMC files an appeal(s) that will be heard by a hearing officer. • Community Development issues (DS) Determination of Significance triggering EIS

Other Approvals Required • The Federal Aviation Administration • The Bonneville Power Administration • The Washington State Department of Ecology • The Washington State Department of Transportation • The Olympic Region Clean Air Authority- Air Permit • The Mason County Department of Community Development • Environmental Permit – Aquifer Recharge Area • Permit – Application for Special Use – Building over 45' • The Mason County Public Utilities District No. 3 • The Mason County Department of Public Works • The Mason County Fire Marshall • The City of Shelton for water and sewer service

  6. Some of the Reasons Why an EIS Needed • ADAGE is an energy recovery facility. Currently slash is charged a tipping fee at many locations • NO consideration of impacts of slash removal on health of the forest • Determine capability to ensure public safety - catastrophic fire, explosion and chemical spills • Aquifer contamination – ground water and highly critical aquifer • Puget Sound – acidification and pollution • Quality of Life • MCRA next door • Noise, air pollution, and proximity to residential area, schools, hospital, and senior housing, health impact, etc.
