Resolve VA C Flags Applicant answers “Yes” to being a Veteran of the U.S. Armed Forces his/her information is matched with VA and the record was not found in VA database • 162: VA Match Flag = 2 (record found on VA database but not a qualifying Veteran) • 173: VA Match Flag = 3 (record not found on VA database) • 180: VA Match Flag = 4 (record found on database but applicant is on active duty)

Resolving VA C Flag • National Guardsman or reservists who serve on active duty for other than training do not receive a DD214 but may obtain: • Letter from a superior officer documenting student was called up to active duty and the character service is anything but “dishonorable” • If student is on active duty and his active duty will end by June 30, 2015 he isn’t a veteran yet per VA but he is for dependency purposes: • Letter from commanding officer stating he will be discharged before 06/30/2015 1

Resolve NSLDS C Flag:Default NSLDS Match Flag = 2 • 132: Applicant has at least one loan in default • 124: Student needs to contact the agency to resolved defaulted or fraudulent loan. • Contacts for defaulted student loans: Comments 135, 136, 181 to 239, 245, 248, 251 to 253, 303 to 307, and 315 to 344

National Student Loan Database System Loan Status Codes Default must be Paid in Full • Loan Status code DP = Defaulted, Then Paid in Full • Loan Status code DC = School writes off a permissible amount to repay (Perkins) • Loan Status code DN = Defaulted, Then Paid in Full Through Consolidation Loan Not Considered As Paid In Full if: • Loan Status code DW = Holder writes off the entire loan (except for Perkins)

Resolve NSLDS C Flag:Pell Lifetime Eligibility Used (LEU) • Federal law limits the amount of Federal Pell Grant and Iraq & Afghanistan Service Grant funds a student may receive over his/her lifetime to the equivalent of six school years • A new edit generates SAR comments 349 to 357 to indicate the percentage of Federal Pell Grant funding the student has used in his/her lifetime 346: Pell Lifetime Eligibility Used amount is close to the Pell limit 347: Pell Lifetime Eligibility Used amount is met or has exceeded the limit

Pell Lifetime Eligibility Used (LEU) • Check NSLDS records to verify that applicant is not exceeding lifetime eligibility. • A student is ineligible to receive further Pell or Iraq & Afghanistan Service Grant funds if they have reached or exceeded the 600% limit for the program • For details on calculating Pell awards refer to the FSA Handbook, Volume 3, Ch3.

This requirement covers men residing in the United States who are U.S. citizens or noncitizens, except that a man who is in the U.S. as a lawful nonimmigrant is not required to register as long as he maintains that status • 030: Match Flag (SS Match) = “N” Registration status not confirmed • 033: Match Flag (Registration) = “Blank” Record not sent to Selective Service • 057: Match Flag (Registration) = “N” Registration not completed

Selective Service Registration Status information letter codes • E1-E8 not required to register or exempt • NM: On active duty for a portion of the time and required to register • NR: Born before 1960 • RD: SSS did not consider reason as valid. Student was required to register. No requests to register were sent to student • RH: Request letters were sent but all were returned as undeliverable • RL: No record of registration exist and one or more letters were sent • RR: Student said he attempted to register but SSS has no proof

Resolving Selective Service Registration C code • Eligibility should not be based solely on these letter codes but make a determination “by a preponderance of evidence” that his failure to register was neither willful nor knowing Consider the following factors • Where the student lived when he was age 18–25 • Whether the student claims that he thought he was registered. • Why the student claims he was not aware of the widely publicized requirement to register when he was age 18–25

Counseling Students Drug Question When counseling students: • A federal or state drug conviction (but not a local or municipal conviction) can disqualify a student for FSA funds. • The student self-certifies in applying for aid that he is eligible; FAA not required to confirm this unless conflicting information exists. • Convictions only count against a student for aid eligibility purposes (FAFSA question 23c) if they were for an offense that occurred during a period of enrollment for which the student was receiving federal student aid

DocumentationFSA Eligible Noncitizen • Some immigration categories may be re-designated to permanent resident status or may have their status revoked. • It is not necessary to request documentation every year or perform 2nd confirmation if status was confirmed in previous award year for U.S. Citizen or national, citizens of the Freely Associated States, or has a I-551 or I-151 forms and documentation hasn’t expired.
