Highlight of Current Activities • Ongoing IPTV standardization by ITU • No technical details for implementation in current texts developed by ITU-T’s IPTV FG • De Facto standards containing technical details and patents • According to a survey in Korea -- • Patents on IPTV number more than 7,500. • Most of the patentees are major companies in the world. • Nobody knows who has the patents (some of the patents have yet to be declared). • Obstacle to launching IPTV

Strategic Direction for IPTV • Need for IPTV to be an information fountain for all peoples worldwide • Revitalizing IPTV as a matter of utmost importance • Low-cost deployment (CAPEX and OPEX) of IPTV as a possible key factor in providing it at a reasonable price • Patent fee (i.e., royalty) as one of the key factors for the low cost • Encouraging the development of patents for IPTV applications and contents • Patents to accelerate the development of specific applications and contents

Challenges • Difficulty in discussing patent fee • Too many patents (more than 7,500 patents) • Lots of windows to discuss • Analysis requiring many people and incurring massive expenses • SDO members to discuss the following: • How to facilitate patent discussions • How to ease the IPTV service provider’s royalty burdens • Maximizing the revenue of IPTV business • SDO members to do their best to revitalize IPTV service for user, provider, patentee

Next Steps/Actions • Need for agreement on commonly used patented services • The De Facto standards of leading vendors are very important in solving this problem. • Need for effort of all SDOs to help patentees declare patents • Launching IPTV should be easy. • Need for SDO’s cooperation for practical patent study • Minimize expenses related to establishing IPTV infrastructures (i.e., royalties). • Need for voluntary patent declaration by patentees for IPTV 5
