What is e-Government? • E-government has been defined as ‘the use of ICT to promote more efficient and effective government, facilitate more accessible government services, allow greater public access to information, and make government more accountable to citizens”. The resulting outputs can be: • less corruption, • increased transparency, • greater convenience, • revenue growth, • cost reductions.

Why is e-Government Important? • Support economic growth and poverty reduction, through improved access to ICTs. • Ensure citizen centricity (also extended to include businesses) and service orientation (amidst changing level of expectations at par with private sector entities) • Strengthening tenets of good governance – efficient, transparent, accountable and inclusive • Expectations of Citizens changed–They expect the service from government as they get from private business • Generating information and knowledge in line with socio-economic dynamism

Policies, Laws and By-Laws • IT POLICY 2000 Vision • T o make Information Technology accessible to the general public and increase employment through this means. • To build a knowledge-based society. • To establish knowledge-based industries • IT POLICY 2004 (Revised) Vision “By 2015, Nepal will have transformed itself into a knowledge-based society by becoming fully capable of harnessing information and communication technologies and through this means, achieving the goals of good governance, poverty reeducation and social economic development.” • IT Policy 2004 again revised in 2007 (BS 2065) and is now in the process of Government approval • Cyber Law (Electronic Transaction Act 2004) amended in 2006 (BS 2063) • Related By Laws

Chronology of e-Government related Developmentsin Nepal • 1971: Introduction of computer for census (IBM1401) • 1974: Establishment of Electronic Data Processing Centre and later named as National Computer Centre, for promoting computer usage and computer literacy. • 1982: First Private Overseas Investment in software development by establishing company for export, DSI Pvt. Ltd. • 1985: Distribution of Personal Computers in Nepal • 1990: Liberalization on imports of equipment • 1992: Establishment of Computer Association of Nepal • 1996: Establishment of the Ministry of Science & Technology • 2000: Announcement of the first IT policy, “IT Policy 2000” • 2001: Establishment of National Information Technology Center (NITC) • 2003: Establishment of High Level Commission for Information Technology (HLCIT) • 2004: Enactment of Electronics Transaction Act • 2008: Establishment of Government Integrated Data Center (GIDC) • 2008: Publication of National Standard Code for Information Interchange.

  16. e-GMP – What is it? • e-Government Master Plan (eGMP) Consulting Report prepared by HLCIT in cooperation with major government agencies: NITC, MoEST, MoIC, MoGA, MoF and with technical support from KIPA. • Process initiated in January 2005, e-Government Master Plan Consulting Report completed in November 2006
