This article provides an overview of the Training Initiative for Banking Supervision (TIBS), including its history, mission, training approach, achievements, assessment, benefits to the Central and Eastern European (CEE) region, and future projects. TIBS aims to promote professional development of supervisors in CEE, share practical experiences, enhance supervisory practices, and leverage international standards.

Mission of TIBS • TIBS was established to: • promote profesional development of supervisors in CEE • share practical experiences and enhance supervisory practices in CEE • exchange information on institutional development, regulations, new risk assessment methods in CEE • capitalise on priror experiences and lessons learnt by supervisors, bankers, risk managers, and auditors • leverage practical, technical implementation of the Basle recommendations and other international standards

  5. TIBS Target Group • International mix of supervisors from CEE countries and CIS • Middle management supervisory staff • Technical experts • Initially English speaking audience • Expansion to Russian speaking participants • Country-tailored bilateral special seminars

Key features of TIBS approach • Practitioners talk to practitioners • Based on real life case studies • Practical excercises and discussions • Good market practices from region and global • Collection of training materials and topical reading from various resources (CD ROM) • Present regional experience and not only Polish • Very intensive and interactive 5-days

TIBS: Topics (2001-2003) • 5 seminars on: • Foreign Exchange Risk: Regulations and Examination in Banks • Optimisation of Bank Inspection Process • Assessment of Banks' Credit Risk • Market Risk Regulation and Supervision • Optimisation of Banking Supervision Process Regulation and Examination: Regional Practices and Challanges (in Russian language)

TIBS calendar and budget • Twice a year: June and November, each 5 days • Preparation - 6 months or more: ca. 10-15 speakers • Try to respond to issues captured by PSQ • Funded by the National Bank of Poland (NBP): • no tuition fee • preparation and translation costs covered by NBP • local transportation, catering, accomodation paid by NBP • Initial help of the USAID, ended in 2003 • Flat fee 300 EUR for certain seminars to cover part of the accomodation and catering costs

TIBS - future projects and challenges • Is such forum needed in the future ? • Responding to major challenges ahead of CEE supervisors • further improvement of technical skills of supervisors in practical implementation of Core Principles and risk based supervision • Basle II practical implementation • IAS • Consolidated supervision • Strenghtening cooperation with FSI, JVI, Toronto Centre and BSCEE Supervisors in order to better serve the region • Further development of the TIBS web-site

Future of TIBS • Preliminary calendar of TIBS events: • Credit Risk Managment: The Banker’s and Regulator’s perspective (May 31 - June 4, 2004) IN RUSSIAN • Risk Based Supervision - Joint TIBS and National Bank of Ukraine seminar (Kiev 6 - 10 September,2004) • Consolidated Supervision: Regulation, Analysis and Examination - Practical Implementation (15 - 19 November 2004) • Problem Bank Supervison (6 - 11 June, 2005)
