  4. Women and Political Participation • Number of women in local governments, and hence in city councils is very low. • Problem: Representation of women and youth at provincial level (Direct membership at City Councils) Youth representation ??

  5. Local Agenda 21 Programme in Turkey • Article 76 of the City Councils Bi-Law adopted under the Municipality Law No: 5393 (8 October 2006): • Stresses social inclusion of women and youth, and their participation in decision making mechanisms through Womens and Youth Councils.

Participation in Decision Making Mechanisms:Women and Youth Councils • According to City Councils Bi-Laws; Policies and implementation strategies designed by Women’s and Youth Councils, which reflect women’s and youth perspective, will be provided to the Municipality Council after a discussion at the City Council.
