  2. UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment State should take care of: • education and information; • systematic reviews.

  3. Optional Protocol to CAT Characteristics of NPMs: • functional independence; • capabilities and knowledge; • gender balance, representation of different groups; • power to examine and make recommendations; • free access to places of detention and all information, right to carry out private interviews.

  4. Paris principles Characteristics of NHRIs: • broad mandate; • right to submit opinions etc; • domestic promotion; • teaching and research; • engaging media; • pluralist representation: • appropriate infrastructure; • regular meetings; • consultations.

  5. SPT Guidelines on NPMs Characteristics of NPMs: • strong legal mandate; • sufficient resources; • effective; • diverse staff; • independent working plan, right to visit; • trainings; • contacts.
