Goal • Overall goal of the Plan is to mitigate drought like situation, 2010 with specific focus on improved access to quality drinking water through source sustainability • Contribute towards drought proofing of Kerala State by ensuring water security, food security and environmental security ( medium/long term) • Climate change adaptation (Long term)

Approach and Strategy • Comprehensive/Integrated (Water Policy GoK) • Departments/programmes Convergence ( NREGA/watershed/soil conservation/minor irrigation, GWD, LSG etc) • Participatory approach • PRI Centric • Community Driven • GoK/ Departments/KWA/R&D Is facilitators • Process Oriented (flexible) • Cost Effective/labour oriented de-mystified • Campaign / Mission Mode

Key Objectives • Mitigate drought 2010, reduce public spending in tanker supply • Improved source sustainability and access to Quality drinking water in deficit areas • Conjunctive use (GW & Surface), recharge GW and contribute minimum flow in rivers • Improved conveyance/distribution efficiency • Help PRIs in discharging mandate • Leverage financial resources GoI/ GoK (MGNREGA)

Key Components – May-June 2010 • Scaling up of Mazhapolima across State • Source audit and protection of all drinking water schemes in the state (KWA/PRIs/Jalanidhi/Others) • Rejuvenation of water bodies like ponds, canals, tanks, thodu, public wells etc • Conveyance efficiency (reduce UAF), Uninterrupted Power, Regulated supply • Community based/PRI centric water quality monitoring • Sustainable Statewide Water Campaign 3-5 Years

Sustainable Water Campaign • Three year campaign – Champions (CM+ Leader of opposition, celebrities) • Social marketing tools • Professionally designed for high penetration for demand generation & Ownership • Media campaign state level • Direct/mass contact programme – decentralized PRI centric

Mazhapolima: Scaling up • 45 -60 lakh open wells with recuperation capacity in State, 70% households depends on wells 250 per sq.km • Rs.5200 crore investment • Most of the wells are non perennial – drying up during lean periods • 3000 mm rainfall and good spread make well recharging the least cost drinking water programme • Improve water quality and resist salinity • Successful model in Thrissur to be scaled up

Source Protection & Sustainability • All drinking water sources (KWA/PRI/Jalanidhi) • Audited for immediate augmentation • (De-silting, diversion of flow, recharging measures) • Rejuvenation of Water bodies • De-silting, rain pits, phyto-remediation, backwash, protection, conversion of leach pit (site specific) • Unaccounted Flow - Conveyance loss – 543 million liter loss/day of 1811 ml ltr (30%) 198195 ml.ltr /year (109 days of production)

Water Quality Surveillance & Monitoring • Quality is critical especially under scarcity • Community based/PRI centric WQS&M • Bacterial contamination H2S strip/community • Other parameters thru accredited labs including KWA • Water Quality a key component of Water Campaign – major focus on sanitary wells • Horizontal and vertical flow of quality data

Climate Change & Drinking Water • Global warming and se level rise inundate high density Kerala coasts – no fresh water • Saline intrusion accelerated fresh water gone • Recurring drought and dwindling rainfall may make freshwater further scarce • Poor are worst affected • Heavy burden on State (investments + burden of disease)
