De política a financiación de los mejores proyectos de investigación • La política apra la investigación en salud se describe en el programa específico del 7PM (en CORDIS) • Cada año, la CE prepara un programa de trabajo, basado en la consulta de la comunidad científica, se discute con el Grupo Asesor y el comité de Programam (MS & AC) • Las convocatorias invitan a los investigadores a presentar propuestas • Se seleccionan los mejores proyectos en base a una evaluación por un panel de expertos independientes (evaluación por pares) • Tras la negociación de un acuerdo de consorcio, los proyectos se financia son una duración de entre 2 y 5 años.

Solicitud & evaluación Principios básicos: • Convocstorias anuales– una o dos fases • Eligibilidad (socios, límites, alcance, fecha de entrega) • Evaluación por paneles de expertos independientes con Observadores Independientes • 3 criterios: Thresholds: • Excelencia en Ciencia y Tecnología 3/5 • Implementación & Gestión 3/5 total • Impacto Potencial 3/5 10/15 • Feedback: Evaluation Summary Reports (ESRs)

Consejos para la solicitud y evaluación (1) Básicos • Aspectos de elegibilidad-instrumento de financiación, número de socios (esp. for SICA), límites de financiación, fechas límite • Alcance de la propuesta con respecto al topic (Relevancia)“El topic, todo el topic y nada más que el topic ”no olvidar nla introducción del programa de trabajo y requisitos de participación dela industria o participación internacional • Tamaño y composición del consorcio- sin límites más allá de los requisitos mínimos: lo que sea necesario para la excelencia científica.No se conceden puntos especiales por la corrección política o grandes consorcios

Consejos para la solicitud y evaluación (2) Básico • 3 criterios – ser explícito con los evaluadores • Temas éticosRequisitos claros para los temas éticos* - explicar los temas éticos en la propuesta - y cómo se van a gestionar En caso de no hacerlo, la negociación se retrasará o puede incluso excluirse la propuesta. • Respetar las normas básicas - tamaño de letra (legibilidad) y limitaciones del número de páginas(no se considerará en la evaluación un número excesivo depáginas) • *Guide for Applicants, Annex 4, section 4.

Factores clave para el éxito La competencia es dura : sólo se financian los mejores proyectos • La propuesta debe referirse al topic y el programa de trabajo(no desear que encaje) • El consorcio de socios debe ser excelente y apropiado para las tareas a realizar (seleccionar los socios adecuados) • La propuesta debe tener en cuenta los tres criterios • Convencer a los evaluadores(no contar con la reputación) • Y, por supuesto, respetar las reglas básicas(fechas límite, N° de participantes, techos financiación, longitud documento, ética…)

  17. Cooperation Ideas People Capacities COOPERATION TOPIC HEALTH-2009-3.2-3: Primary care quality linkage to costs. FP7-HEALTH-2009-single-stage. The focus should be on the analysis of different organisational models for primary care treatment across Europe and to develop models linking the quality of care to costs, taking into account access, self payment, equity issues and patient satisfaction. Relationship between primary and secondary care should be explored including different models of 'gate keeping', and how quality and costs in primary care are affected. Recommendations on best practice should be developed and results should support Member States when they reform the organisation of primary care. Etapa 2 • Solamente a los coordinadores que han superado la etapa 1 se les invita a enviar la propuesta completa habitual. • Evualuación según los 3 criterios, independientemente de la evaluación en la etapa 1. • Umbrales específcos diferentes a los proyectos de una fase.

Ethics: overview (1) • Two main questions asked on ethics:  The necessity to use i.e. personal data, animals, human tissue in order to achieve the scientific objectives set forth in the proposal. Is there an alternative ?  Benefit/burden balance of the research project. What will be the impact of this research, not only regarding scientific advance, but also in terms of human dignity as well as social and cultural impact ? All proposals must address these questions.

  31. Ethics: overview (2) • Applicants must first identify key ethical issues raised by their proposals and explain how they will address them. The main issues are: • Informed Consent • Research on Human embryos/foetuses • Data Protection and Privacy • Research on Animals(the ‘3Rs’: Reduce, Replace, Refine) • Research involving Developing Countries • Dual use(research that could have military applications)

  32. Ethics framework for hESC Research involving human embryonic stem cells (hESC) is possible, but with some restrictions & conditions: Proposals involving hESC have mandatory ethical reviews • 3 areas are excluded from funding • - Human reproductive cloning • - Intentional germ line modification (except research relating to cancer of the gonads which can be funded) • - Creation of human embryos for research or stem cell procurement (including by means of somatic cell nuclear transfer)
