  4. HISTORY OF SARC PROCESS CE01 (Cont...) • The ARC submitted its report to the Director of Education on November 5, 2008 • The Supervision Team considered the staff report on February 25, 2009 • The Supervision Team meeting for public Input occurred on March 25, 2009

HISTORY OF SARC PROCESS CE01 (Cont...) • A letter (April 24, 2009) from Director to ARC and school community informing of delay of final report pending review of funding and consultation with Ministry. • Report to October 21, 2009 Board recommending that Board exercise option to lease elementary school lands.

At the meeting of the Ministry Supervisor (The Board) on November 11, 2009 the following recommendation was approved: "that Christ the King and St. Teresa be consolidated effective June 30, 2012, to a new school located on approximately 2.19 acres of land fronting on Colonel Samuel Smith Park Drive, southwest of Kipling Avenue and Lakeshore Boulevard West, subject to availability of additional proceeds of disposition."

At the meeting of the Ministry Supervisor (The Board) on December 9, 2009 the following recommendations were approved: “St. Josaphat is to be relocated to the St. Teresa site effective June 30, 2012; Christ the King located at 3672 Lakeshore Blvd. West and the former Brother Edmund Rice Catholic Secondary School, located at 44 Pelham Avenue is to be declared surplus to the needs of the Board effective June 30, 2010; and A comprehensive review of all Eastern Rite schools, including service area boundaries and transportation is to be undertaken.”

  8. CITY OF TORONTO AGREEMENT • TCDSB is entitled to construct on the Elementary School Lands an Elementary School comprising of 60,000 square feet (phased construction), associated parking, playgrounds and playfields • The Ground Lease was executed by the City on December 22, 2009.

  9. PROJECT FUNDING • TCDSB applied for funding under Prohibitive to Repair Capital Program for funding for this project • No funding was approved • Project is to be funded from sale of surplus properties. Funds from sales are held in TCDSB’s Proceeds of Disposition Reserve (POD) • Proposed new school to be 519 pp (2.19 acres), including Early Learning Program

MINISTRY OF EDUCATION • All Capital Projects require approval from Ministry of Education • Before issuing tenders, boards must have Ministry approval to transfer funds from Capital Reserve Accounts such as Proceeds of Disposition (POD) • Boards must prove they have sufficient funds to complete project

CLAWBACK • Ministry of Education since 2007 required TCDSB to follow clawback provision. 50% of all funds generated by the sale of surplus properties to go to the Ministry of Education. • In March 2010, the Ministry of Education announced a change in capital funding. The “clawback” requirement has been removed.

NEW SCHOOL DESIGN/TIMELINE • FACILITIES SERVICES STAFF HAVE ADDED THIS PROJECT TO THE ACTIVE CAPITAL PLAN COMPRISING SIXTEEN ADDITIONS AND SEVEN NEW SCHOOLS The above timeline represents normal timelines. Recent experience with regulatory authorities reveals that regulatory approvals are more time-consuming than originally estimated, and can affect new school opening timelines
