Specifications Approved August 30 “that the RTF adopt the Residential Weatherization Specifications developed by the Residential Weatherization Specification Subcommittee dated August 31, with a sunset three years hence.”... amendment that implementation is pending development of a test for the inspections. Subcommittee charged with two tasks: Today: Develop test & present to RTF for approval (as to form or actual content) Next: Develop evaluation plan for sample of homes receiving air sealing in conjunction with measure install Update Subcommittee: Residential Weatherization and Ventilation Specifications

Testing Procedures and Requirements • Program administrators using the RTF Residential Weatherization Specification must evidence that inspectors verifying the weatherization sample under their administration have passed the test • The test is delivered in a total of 70 questions (50 Weatherization 20 Ventilation) • 150 questions cover all weatherization categories of the specifications • Weatherization questions are provided in 3 banks of 50 questions each • Tests on weatherization specifications are conducted by randomly selecting one of the three banks of 50 questions per inspector test • All 20 of the Ventilation questions are required to be administered in each test Subcommittee: Residential Weatherization and Ventilation Specifications

Testing Procedures and Requirements • The test is taken on-line to record pass/fail and to collect the registry information from the inspector (name, contact information, experience survey data, employer) • The test is open book • 80% of the questions must be answered correctly in each section (40 correct in Weatherization, 16 in Ventilation) to pass • Each test taken, answers and contact information, are retained in data storage for verification • The test may be taken twice within one year Subcommittee: Residential Weatherization and Ventilation Specifications

Question Format & Examples • Three sets of 50 questions provide a minimum of three different tests • Is Whole House Mechanical Ventilation Compliance required when Whole House Air Sealing is performed? • Is Whole House Mechanical Ventilation Compliance required when prescriptive air sealing is performed as a part of attic insulation? • Is Whole House Mechanical Ventilation Compliance required when prescriptive air sealing is performed as a part of floor insulation? Question Format & Examples • 20 Ventilation questions, including a “story problem” that requires the use of the EZVent Calculator • Use the Whole House Ventilation Calculator to determine the required whole house fan measured flow rate for a house with the following characteristics: • 2500 sqft • 15 feet vertical distance from lowest grade level to highest • 3 bedroom • 2 bathroom • 4 occupants • Blower door test at 1200 CFM50 • Boise, ID • 24-hour whole house fan on-time per cycle • Kitchen and bath fans vented to outside, operable, and meet duct specs • Kitchen fan rated flow rate of 100 CFM • Bathroom 1 tested flow rate: 25 CFM • Bathroom tested flow rate: 50 CFM Subcommittee: Residential Weatherization and Ventilation Specifications

Question Format & Examples • Use the Exhaust Fan Prescriptive Duct Sizing chart to determine the maximum duct length for smooth 4" hard duct used with a fan with 80 CFM rating. • Are whole-house mechanical ventilation air flow rates confirmed by testing by the contractor or by the rated air flow of the fan? • Exhaust fans installed for whole house mechanical ventilation purposes shall be ____________ compliant. • Exhaust fans installed for whole house mechanical ventilation purposes shall have a sone level of ________ or less • What is the minimum clearance under the bathroom door to provide a clear air pathway when bathroom fans are used as whole-house fans? • Bathroom fans used as whole-house fans shall have both _________and__________ controls • Can whole-house fans be set to run intermittently on a timer? • If installed, heat recovery ventilation shall be certified and listed in the _____________________________________ directory.
