VULNERABILITY PROFILE OF INDIA • 58.6 per cent of the landmass is prone to earthquakes of moderate to very high intensity. • Of the 7,516 km long coastline, close to 5,700 km is prone to cyclones and tsunamis (75%). • Over 40 million hectares (12 per cent of land) is prone to floods and river erosion. • Hilly areas are at risk from landslides and avalanches. • 68 per cent of the cultivable area is vulnerable to drought.

SALIENT FEATURES – DM ACT, 2005 • APPROACH • Paradigm Shift from Response Centric to a Holistic and Integrated Approach. • Backed by – Institutional Framework and Legal Authority. • Supported by Financial Mechanism, Creation of new Funds, i.e., Response Fund and Mitigation Fund. • DM STRUCTURE • NDMA set up as the Apex Body with Hon’ble PM as Chairperson. • DM Structure – At all three levels i.e. National, State(CMs as Chairpersons) and District (District Magistrates as Chairpersons and Chairman of Zila Parishads as Co-Chairpersons). • NEC and SECs to assist these Authorities at different levels. • National Disaster Response Force (NDRF). • National Institute of Disaster Management (NIDM).

MANDATE • Responsible for Management of all Natural & Man-made Disasters. • Lay down Policy and Guidelines. • Approve National Disaster Management (DM) Plan and DM Plans of • Ministries & Departments. • Coordinate enforcement and implementation of policy and plans. • Operationalize a Specialized Response Force.

NATIONAL VISION AND STRATEGY • VISION • “To build A SAFE AND DISASTER RESILIENT INDIAby developing a holistic, proactive, multi-disaster and technology-driven strategy through a culture of prevention, mitigation, preparedness and efficient response.” • STRATEGY • A multi-dimensional Strategy, focusing on – • Pre-disaster Phase: • Prevention. • Mitigation. • Preparedness. • Capacity Building (NDRF, SDRF, CD, NCC, NYKS etc). • Community based Disaster Management (including Public Awareness). • Post-disaster Phase: • Prompt and Efficient Response – Proactive. • Reconstruction and Recovery (Building back better).

NATIONAL DISASTER RESPONSE FORCE(DEDICATED FORCE FOR DM) • Composition. • Existing : 8 Bns. • Approved : 10 Bns. • Tasks. • Specialized Response during disasters. • Assist in Community Training & Preparedness. • Impart basic and operation level training to State Disaster Response Forces (Police, Civil Defence and Home Guards). • Proactive Deployment during impending disaster situations. • Liaison, Reconnaissance, Rehearsals and Mock Drills. • Equipment. • Inflatable Boats Available : 576 (72x8) + 48 (6x8) = 624. • BAUTS ordered : 288 (36x8). • National Reserve : Inflatable: 480 + BAUTS: 120 = 600. • Availability of Boats with 10 BNs – 912. 1512. 1740.

  20. UPGRADATION OF CIVIL DEFENCE Civil Defence to be District centric rather than Town centric Organization (Voluntary basis). Revamping of CD in 100 Districts in terms of purchase of equipment and transport – as part of Pilot Project. Upgradation of 20 existing CD Training Institutes and construction of 10 new Training Institutes. Rs. 100 Cr. approved by the Government for Revamping of the Civil Defence (Pilot Project).

Under Active Progress. Already Included.

  34. MEDICAL PREPAREDNESS Mobile Field Hospitals. • Mobile Field Hospitals in pipeline – 5 • (MHA – 03 and MoH&FW – 02). Ambulance Services. • In Partnership with GVK EMRI – 12 States . • Already functional – 10 States (Total 2,593 Ambulances) (Andhra Pradesh, Assam, Goa, Gujarat, Karnataka, Madhya Pradesh, Meghalaya, Rajasthan, Tamil Nadu, Uttarakhand). • Supported through funding from Ministry of Health & Family Welfare (NRHM). Trauma Centres. • 2 – Trauma Centres are already working in Delhi. • 1 – 200 bed Trauma Centre now under construction in Chandigarh. • As part of Hospitals – Major Cities in Southern India. Over and above Army Mobile Field Hospitals. + Air Force – 01.

CAPACITY BUILDING: MAJOR INITIATIVES • Partnership with Corporate Sector through Corporate Social Responsibility and Public Private Partnership. • VC has written to CEOs of all major Business Houses. • Positive response. • Modalities being finalized with help of IIM Ahmedabad. • FICCI, CII, ASSOCHAM, PHD Chamber of Commerce and NASSCOM etc. being consulted. • Through interaction with States. • Corporate Disaster Resource Network – Established (with AidMatrix). 70 Schools with GMR in Srikakulum District in Andhra Pradesh from 19 July 2010.
