Impliciation on Bulgarian labour market from the economic crisis • Negative trends in the economy - since Q3 2008 • GDP dropped by -3.5% Q1.2009, by -4.9% Q2.2009, expected yearly drop – by -6.3% • For the first half of the year the FDI has dropped by half (4.6% from the GDP compared to 9.6%) • Employment fell by -0.8% in Q1.2009 , further -2% in Q2.2009 • 66.7 thousand jobs lost in a year, employment rate stands at 63.3%, down by 0.6pp • Raise of theunemployment. Registered unmeployed up from 6.5% in January 2009 to 7.88% in August

Policies to improve attractiness of education and support the lagging pupils/ pupils in risk of dropping out • Human Resourses Development OP funded activities: • Information and communication technologies in education - 19.7 mln. euros for 80 000 teachers, scientists • Students and school practices - 1.97 mln. euros for at least 8 000 participants • Education services for students lagging behind the education and for gifted children - 2.5 mln. euros for 3 000 pupils • Making the school more attractive for young people • 15 mln. euros for more than 140 000 pupils

Policies to adress the economic factors for dropping out of school • Implementation of the National Programme “For Higher Rate of Participation in the Educational System” with components: • Provision of transport to state and municipal schools - with 210 buses (15, 27 and 32 seats) • Provision of daily breakfast for the pupils 1-4 grade - full national coverage • Provison of free of charge textbooks and other materials for the pupils 1-7 grade - full national coverage

Support for labour market integration of young people • Support from the National Employment Action Plan • Expansion of the policy instruments and better targeting of the support in order to ensure that young people have the necessary skills and experience for sustainable integration at the labour market Young people are one of the main target groups of the employment policy in Bulgaria

Support for integration on the labour market for young people • Measures for young unemployed are part of the overall anti-crisis policies in 2009 • Carrer Start National Programme - 1-8.2009- 438 participants • Project for Early School Leavers - 1-8.2009- 113 participants • Literacy and Qualification Programme - 1-8.2009- 436 participants • National Programme in Support of Motherhood - 1-8.2009- 2 136 participants • Incentive measures in implementation of the Employment Promotion Act (intership, employment)- 1-8.2009- more than 1 100 participants • Increase of youth employment through their permanent inclusion on the Bulgarian labour market - OP HRD, 7.5 mln. Euro, 10 400 participants in 10 regions of Bulgaria

Effectivness of the measures directed towards youth in Bulgaria • Available data conserns pre-crisis implementation of the policies • National Programme “For Higher Rate of Participation in the Educational System” more effective in regions with higher unemployment, higher precens of minorities, in the rural areas. Provided support significant help for many parents in ensuring the participation of their children in education. • In 2007, a net assessment of 19 of the implemented active programs and measures has given ones directed towards young people up to 29 years of age a positive overall net effect of 19.3 %. The positive net effect for the measures for young people under the Employment Promotion Act is among the highest oveserved - 41.9%.
