INDIA Presentation on Thematic topic – 3 RESOURCE MOBILIZATION AND PARTENERSHIP AGREEMENTS UNCCD (INDIA)-CRIC 1
PROBLEMS & CHALLENGES • APPROXIMATELY 130 MILLION HECTARE OF LAND SUFFERS FROM DEGRADATION/ DESERTIFICATION • AFFECTING AROUND 300 MILLION PEOPLE • ACCOUNTING FOR 2.4% OF TOTAL GEOGRAPHIC AREA IN THE WORLD, INDIA SUPPORTS 16% HUMAN POPULATION AND 18% OF THE LIVESTOCK POPULATION UNCCD (INDIA)-CRIC 1

INTERNAL MOBILIZATION SINCE INDEPENDENCE (1947-2002) • UPTO VIII PLAN (1947-1997) AN ESTIMATED 27 million h.a. HAS BEEN BROUGHT UNDER TREE COVER AT A COST OF RS 70 BILLION (US$1.4 billion) • DURING IX PLAN (1997/98 - 2001/02) AN AREA OF 8.38 million h.a. HAS BEEN TREATED UNDER WATERSHED SCHEMES UNCCD (INDIA)-CRIC 1
LONG-TERM PLAN OF GOVERNMENT OF INDIA • National Forestry Action Programme (2000-2020) plans to bring one-third of county,s geographical area under forest/tree cover- Estimated cost Rs 1339 billion (US$26.8 billion) • Integrated Watershed Development Programme (1997-2022) aims to cover 63 million Ha with an estimated cost of Rs 760 billion (US$15.2 billion) * US 1 $ is approximately 50 rupees UNCCD (INDIA)-CRIC 1
RESOURCE MOBILIZATION DURING TENTH FIVE YEAR PLAN (2002-07) * in billion rupee (50 rupee = US$1) • National Afforestation Programme 10.25 through Forest Development Agencies (FDAs) • Integrated Watershed Development programme 18.00 • Desert Development Programme 11.00 • Drought Prone Area Programme 15.00 UNCCD (INDIA)-CRIC 1
EXTERNAL PARTNERSHIP BUILDINGSOME HIGHLIGHTS • UNCCD SUPPORTED NAP PREPARATION • GM/GOVT. OF GERMANY/JAPAN FOR TPN-2 LAUNCH MEETING/WORKSHOP • TECHNICAL WORKSHOP PROPOSED WITH UNCCD ASSISTANCE IN DECEMBER 2002 AS A PREPARATORY MEETING FOR FORMULATION OF PROJECTS FOR EXTERNAL FUNDING • GM/UNCCD SUPPORT PARTERSHIP BUILDING FORUM IN 2003 UNCCD (INDIA)-CRIC 1
NATIONAL AFFORESTATION PROGRAMME • Participatory process for regenerating degraded forests through a mechanism of • “Caring and Sharing” basis in around 1,73,000 villages covering 31 mill. h.a. • (Land owned by the Government and management is assigned to the communities) • About 63,000 village communities and Voluntary Associations actively involved in protecting around 10.25 mill h.a. of degraded forest land UNCCD (INDIA)-CRIC 1
INSTITUTIONAL FRAMEWORK FOR NATIONAL AFFORESTATION PROGRAMME:FOREST DEVELOPMENT AGENCY (FDA) • FDA is a federation of Joint Forest Management Committees at district/division and village levels • Adequate (upto 50%) representation of Women in all decision making level in FDA • Bottom up approach in planning and implementation • 100 % Central Government Funding to FDAs • State governments undertake monitoring/assessment UNCCD (INDIA)-CRIC 1
Micro-plan:By the people, for the people and of the people UNCCD (INDIA)-CRIC 1
Entry-point activities: Communities contribute labor components - governments provide material components UNCCD (INDIA)-CRIC 1
Example – Water harvesting structure by Self Help Groups (SHGs) UNCCD (INDIA)-CRIC 1
Example: Soil moisture conservation measures UNCCD (INDIA)-CRIC 1
Forest regeneration Non-timber forest produce (NTFP) Benefits/incentives UNCCD (INDIA)-CRIC 1
ACHIEVEMENT SO FAR • 26 out of 28 States have so far adopted FDA mechanisms for implementing Joint Forest Management activities. Two more likely to follow soon • Central Government allocates Rs 10.25 billion to afforest/regenerate about 1.5 mha in five year (2002-07) UNCCD (INDIA)-CRIC 1
INTERNATIONAL SUPPORT TO THE AFFORESTATION PROGRAMMESExamples • World Bank assisted projects in Andhra Pradesh State (Second phase completed in 2001) • JBIC (Japan Bank for Int’l Cooperation) assisted project in Rajasthan State • Swedish Int’l Dev’t Agency (SIDA) assisted social forestry project in Orissa and Tamilnadu State • Indo-German project in Himachal Pradesh State • European Commission, IFAD, GTZ, etc. UNCCD (INDIA)-CRIC 1
OPPORTUNITIES & CHALLENGES FOR MOBILIZING INTERNATIONAL SUPPORT • External cooperation enhances technical and management capabilities of all stakeholders, • It helps in addressing global concerns through local actions, • Governments must mobilize internal resources to seek external resources (government must advance resources to be reimbursed by grant or loan), • Government must have capacities to implement projects in a way required by donors, • Exit protocol (post-project financing & management) must be clearly laid out to enhance the projects’ sustainability UNCCD (INDIA)-CRIC 1
Optimal Resource Mobilization Cycle Private sector Mobilize internal resources Bridge gaps with external resources Maximize through people’s contributions Capacity Building, Partnership Development, Benefit Sharing UNCCD (INDIA)-CRIC 1
