It is a line of credit & is not necessarily linked to an account. The amount spent using debit card is deducted from the account balance. The amount spent is paid by the issuer as a loan which  has to be paid back every month. Application process is a little difficult & card issuer considers credit score with other details of the applicant. Has an easy application process & is usually offered as an account service. Credit limit is decided at the time of issue & may change over time as credit capacity of borrower changes. Spending limit is the amount available in your bank account.
