Responsibilities • Solicit, Negotiate, and Award Contracts – Indefinite Delivery Indefinite Quantity (IDIQ) Contracts and Basic Ordering Agreements (BOAs), delivery orders and task orders. • Compete and negotiate individual customer orders as required. • Resolve problems with Vendors and support customer agency Contracts office.

  3. CONTRACTING AUTHORITY • The Library of Congress’ Fiscal Operations Improvement Act, Public Law 106-481 Section 103 (2 U.S.C. § 182c). All contract actions are conducted in accordance with the Federal Acquisition Regulation (FAR). • Multiple Agency Contracts (MACs) - Similar to GSA schedule contracts and GWACs such as NASA SEWP and FEDSIM. • FEDLINK is a reimbursable revolving fund program. FEDLINK is Not subject to the Economy Act.

Annual Program • Over 5,000 delivery orders • Over $90 million • Currently 113 IDIQ contracts and BOAs • Book Jobbers and Publishers 24 • Copyright Clearance Service 1 • Information Retrieval Services 62 • ILL Fee Payment Service 1 • OCLC Bibliographic Utility 1 • OCLC Network Training 7 • Outsell Information Resource 1 • Serials/Periodicals Agents 3 • Preservation Services 13

FY2005 Contracts • IDIQ Contracts and BOAs were renewed for Information Retrieval Services, Books, Serials, OCLC, Outsell, Copyright Clearance and Network Training. • 7 not renewed [3 info retrieval: BP, SP, DY; 3 books: AC, DL, FB; 1 Network Trng: MC] • New BOAs: • Interlibrary Loan Fee Payment Service: • AOBC new BOA# LOC05G7201

FY2005 Contracts • New BOAs: • Preservation Services: • ACME Bookbinding -Amigos Library Services • Carino Conservation -Chicago Albumen Works • Conservation Ctr for Art -Etherington Conservation • Gerald R. Ford - Heckman Bindery • Intermuseum Consrv. - Northeast Document • Northern Micrographics - OCLC • Preservation Archives • May Require Request for Quotes (RFQ) – Generic Account “PZ”

  8. FY2005 Contract Changes • Direct Express Contracts:New IDIQ Contracts implemented in FY04 for all Information Retrieval /Database services. No BOAs. • Outsell now offers Direct Express. • IEEE now offers Direct Express • Still Two (2) payment options -- Transfer Pay or Direct Express. IAG still required for Transfer Pay. No IAG required for Direct Express -- send PO directly to vendor citing FEDLINK contract number. No FBO synopsis required. • Other Services remain unchanged: Same IAG Direct Pay option for Books and Serials.

  9. Acquisition Plan for FY2005 / FY2006 • Serials - new BOAs to be awarded for FY2006. Customer Recompetitions (RFQs) against new BOAs anticipated to begin January 2005. • Book Acquisition Services – anticipate solicitation for new BOAs to be issued February 2005.

  10. Contract Usage • IAG/PO/DO Point of Contact serves as Agency COTR/COR for FEDLINK delivery orders, task orders and agency purchase orders • COTRs monitor contracts: track orders and usage, maintain sufficient funds, verify invoices, provide annual vendor performance evaluation. • FEDLINK COTRs advise customer Agency COTRs • FEDLINK Fiscal Operations (FFO) provides management of TP funds and accounts

  11. Vendor Performance Evaluations • Forms sent to customers annually to evaluate how vendor has performed • Quality, timeliness, accuracy • Customer service • Controlling costs • For transfer and direct pay customers • Over $100,000 - Required • Under $100,000 - Optional, comment if you wish
