BUILDING HOPE: Strategies and Recommendations for Health OBJECTIVE • Guarantee the right to health of all Salvadorans through a National Health System that steadily strengthens public and effectively regulates its private segments, and provides access to health promotion, prevention, care, and rehabilitation, and a healthy, safe environment. • It will be equity-based and also based in Primary Health Care strategy. (Equity, Social Justice, intersectoral work, Social Participation)

Social inclusion measures and Legal Framework construction(Civil Society) • 2001: Law on Prevention and Control of Infection caused by the Human Immunodeficiency Virus • 2004: A new fight to approve the Regulations of the Law • 2009: Ministerial Ordinance against homophobia (Ordinance limited to health services)

Social inclusion measures and Legal Framework construction (New Government) • June 2009: • Abolition of fees in the public health system: A third of the population (poor and extremely poor) with access to health services • First study (baseline) for the measurement of stigma and discrimination index • Phone hotline to report violations of the right to health • January 2010: It gives legal status to • Sex worker organizations • Trans-gender organizations • Women living with HIV (ICW-El Salvador) • Organizations of Men Who Have Sex with Men • March 2010: The Ministry of Health launched in the Government Center “Translatin Initiative” to sensitize the population and public institutions to non-discrimination of Trans groups

Social inclusion measures and Legal Framework construction (New Government) • May 2010: Presidential Ordinance against stigma and discrimination in public institutions based on sexual orientation or gender identity • May 2010: • Creation of the Directorate for Sexual Diversity (in the Ministry of Social Inclusion) • Election of the Executive Director by the Alliance for Sexual Diversity (LGBTT organizations) which coincided with PCB visit to El Salvador

Social inclusion measures and Legal Framework construction (New Government) • June 2010: First National Meeting of the National Health Forum (with a sectoral table on Sexual and Reproductive Health) • Creation of the Unit for Stigma and Discrimination Claims by HIV status or belonging to the LGBTT community in the Attorney for the Defense of Human Rights • The National HIV/AIDS Program of Ministry of Health establishes permanent contact and joint work with NGOs and networks of people with HIV to address problems related to the rights of people with HIV • It starts working with the Ministry of Education to modify the curriculum in Sexual and reproductive health, including the fight against stigma and discrimination
