The need of social development in Romania • transition – first 10 years • 18% decline in GDP • 3.3 million jobs lots out of 8.1 million in 1990 • 35.9% absolute poverty • lack of social & development policies • institutional and social policy development • CASPIS: EU, World Bank, UK Government
