Staff Office of Quality Management through work assignments 6. Launch Quality Council Phase 2 - Assess 1. Brief Exec Committee members on approach and identify needs 2. Identify measurement gaps 3. Conduct first annual Quality assessment 4. Identify areas for improvement Phase 3 - Act 1. Finalize balanced measurement systems for each organization 2. Develop action plans for improvements in each organization 3. Establish system for evaluating and sharing progress Phase 5 - Link 1. Establish solid linkages between the quality management system and corporate plans (strategic, budget, IT, policy) 2. Establish linkages between organizational measurement systems and individual performance Phase 6 - Evaluate and Celebrate 1. Implement evaluation system 2. Continually assess progress towards completing action plans 3. Ensure all organizations celebrate individual and organizational successes 4. Continually refine action plans and measures Phase 4 - Involve 1. Implement Communication Plan 2. Establish mechanisms for educating and involving employees in understanding approach and their role in improving performance
