Role of the EMS Board The EMS Board is regulatory and advocacy Board that: administers and enforces the provisions of the Ohio Revised Code (ORC 4765); makes recommendations to the General Assembly on legislation to improve the delivery of EMS; establishes standards for the performance of EMS providers including certification and training; establishes qualifications & standards of performance for EMS providers, instructors, accredited institutions and CE approved institutions; establishes and maintains a state trauma registry; administers a grant program for training, research & equipment purchase; maintains an EMS incidence reporting system; maintains a statewide EMS plan; and serves as a statewide clearinghouse for discussion, inquiry, and complaints concerning emergency medical services.

Role of the FFSI Committee Advises & counsels the EMS Executive Director on: establishment and maintenance of fire service training programs for positions of any fire training certification level; classification and chartering of fire service training programs; and training curriculum, certification examinations, training schedules, minimum hours of instruction, attendance requirements, required equipment and facilities, basic physical requirements, and methods of training for all persons in positions of any fire training certification level.

12. Fire and Fire Safety Inspector Training Committee Meetings The Committee meets the second Tuesday of each month at 10:00 AM at the Ohio Department of Public Safety in Columbus. Meetings are open to the public. Everyone is welcome to participate in discussions.

13. Role of the State Medical Director The Medical Director directs the Executive Director and advises the EMS Board with regard to adult and pediatric trauma and emergency medical services issues.

15. Role of the Division of EMS(EMS) Administrative arm of the State EMS Board The Ohio Administrative Code (OAC 4765) provides guidance on how to implement EMS and Fire services. The Division develops and enhances a statewide, comprehensive, systematic response to injury, illness and fire, primarily through education and training, certification and strategic planning.

19. CE Requirements - FIREFIGHTERS CE for firefighter must be approved through your local Fire Chief or local Fire Charter Program Director For expiring in 2010 – 18 hours required For expiring in 2011 – 36 hours required For expiring in 2012 – 54 hours required

20. CE Requirements – FIRE Safety Inspector (FSI) CE for fire safety inspector must be approved through your local Fire Chief or local Fire Charter Program Director For expiring in 2010 – 10 hours required For expiring in 2011 – 20 hours required Must be related to FSI objectives

CE Requirements – First ResponderOAC 4765-12-03 Minimum 15 CE hrs within 3-year certification cycle Must include at least 1 hour in the following topics: Patient Assessment; CPR; Airway & Oxygen Administration; AED; Illness & Injury Management; Trauma Issues; Anaphylaxis & Patient Assisted Epinephrine Administration OR Ohio First Responder Refresher Course OR Current registration with NREMT at the First Responder or equivalent level OR Passing score within three attempts on an exam approved by the board. This exam may only be taken during the last six months of a First Responder's current certification period

CE Requirements – EMT-BasicOAC 4765-15-03 Minimum 40 CE hrs within 3-year certification cycle Must include at least 6 hrs pediatric, 2 hrs geriatric and 8 hrs of trauma issues including triage and transportation protocols approved by the board OR Completion of a 30-hr Ohio EMT-B refresher OR Current registration with the NREMT at the EMT-B or equivalent level and completion of trauma triage and transportation protocols approved by the board OR Passing score within three attempts on an exam approved by the board. This exam may only be taken during the last six months of an EMT-Basic's current certification period

CE Requirements - EMT-IntermediateOAC 4765-16-03 Minimum 60 CE hrs within 3-year certification cycle Must include at least8 hrs pediatric, 4 hrs geriatric and 8 hrs of trauma issues to include triage and transportation protocols approved by the board OR Ohio EMT-I refresher program which satisfies 40 hrs of CE plus 20 hrs of additional CE OR Current registration with the NREMT at the EMT-I or equivalent level and completion of trauma triage and transportation protocols approved by the board OR Passing score within three attempts on an exam approved by the board. This exam may only be taken during the last six months of an EMT-Intermediate's current certification period

CE Requirements - EMT - Paramedic OAC 4765-17-02 Minimum 86 CE hrs within 3-year certification cycle Must include at least12 hrs pediatrics, 4 hrs geriatric, 6 hrs of emergency cardiac care (may be satisfied by completion of AHA or ASHI ACLS course) and 8 hrs of trauma issues to include triage and transportation protocols approved by the boardOR Completion of an Ohio EMT-P refresher course which will satisfy 48 hrs of the required CE plus 38 hrs of additional CE OR Current registration with the NREMT at the EMT-P or equivalent level and completion of trauma triage and transportation protocols approved by the board OR Passing score within three attempts on an exam approved by the board. This exam may only be taken during the last six months of an EMT-Paramedic's current certification period

May teach up to and within the individual’s certificate to practice in accredited or CE program Possesses current and valid certificate or license to practice as a first responder, EMT, registered nurse or physician assistant Has been certified or licensed at least 3 of last 5 years Meets entrance requirements to EMSI training program Completes 8 hr EMS module and 10 hrs supervised teaching Provide at least 16 hrs of EMS instruction and completed 6 hrs of instructional CE during preceding 2 years

EMS Continuing Education InstructorOAC 4765-18-15 Certificate to teach as a continuing education instructor May teach any EMS continuing education course, approved by the program Medical Director, up to and within the individual’s certificate to practice Possesses current and valid certificate or license to practice as a first responder, EMT, registered nurse or physician assistant Has been certified or licensed at least 3 of last 5 years Provides written documentation of qualifications to accredited or approved institution Provide at least 4 hrs of EMS CE instruction and completed 2 hrs of instructional CE during preceding 2 years

38. OAC 4765-19-01 CE For First Responders and EMTs • Requires that a single session be at least one-half contact hour • Must be EMS operations or patient care related • Specifies the acceptable formats in which CE courses may be delivered & sets requirements for each acceptable format

OAC 4765-19-01 CE For First Responders and EMTs • Accepted CE Resources include: • Ohio accredited or approved training program; • EMS licensing agency in another state; • Branch of the U.S. military; • Medical or Nursing licensing board; • federal, national, or state entities (EMA, FEMA, HLS, ARC, AHA, ASHI, CECBEMS & others approved by the Board) • 􀂉

40. CE 4765-19-01 CE For First Responders and EMTs • EMS Board accepts CE credit awarded for portions of an initial certification or licensing course when: • Course work is related to EMS operations or patient care and • CE credit is issued by the sponsoring entity.

41. CE 4765-19-01 CE For First Responders and EMTs • EMS Board accepts CE credit awarded for teaching through an EMS approved or accredited institution when: • Prior approval received from program director and medical director • CE credit for lesson is earned once within a 12 month period.

42. CE Certificate of Completion • Must be issued by a provider listed in OAC 4765-19-01(A)(4) • Include total CE hours awarded and • Specific breakdown for pediatric, geriatric, trauma and cardiology hours • Class dates must be within certification cycle

Division of EMSEMS and Fire Audits 10% of providers that renew are audited thefollowing month by computerized random selection EMS audit occurs the month AFTER the new card takes effect May conduct audit at anytime if complaint is received Audits are for the previous three year cycle Certificate of completion needed from an accredited institution, approved CE site or meets OAC 4765-19-01 for EMS Chief or Fire Charter approval for Fire

44. Division of EMSEMS and Fire Audits Do not wait until 3rd year of certification to start getting CE in-line If audited – Respond! Call or e-mail with questions or with concerns, or information that might affect your certification card This should be “no worries” if CE was completed as required

45. Division of EMSEMS and Fire Audits Keep E-Mail and Address Current with the Division – Highly Important!!! If we can’t notify you, you can’t respond! Be honest! If you didn’t complete, say so, don’t forge, or misrepresent anything The EMS Board will work with you to successfully complete an audit

46. Division of EMSEMS and Fire Audits Fire audits just started with the February 2010 renewals The Executive Director will monitor the Fire audits for 2010 and make a determination on those that don’t meet or do not respond. With the 1 card 1 expiration, the audit process will be amended in January 2011.

Trauma Triage Transportation ProtocolORC 4765.40 The law requires the board to adopt rules for education regarding state trauma triage protocols All EMS providers are required to obtain 8 hours of trauma CE in each 3 year certification cycle that includes documented training of Ohio trauma triage protocol. DOES NOT increase the total number of CE hours CE may include state trauma triage protocol, OR approved regional trauma triage protocol

48. Trauma Triage Transportation Protocol The online Trauma Triage course is posted on the EMS website, all Ohio EMT-Bs, EMT-Is & EMT-Ps must complete either a traditional classroom or online course within their three year certification cycle. www.ohioemstraining.com
