What is the MBS? • Aims to provide eligible Australian residents with affordable, accessible and high quality health care. • Financed through income tax & Medicare levy • Medicare benefits are paid to patients on fees paid to private practitioners eg: GPs • The professional services provided by GPs that attract a Medicare benefit are listed in the Medicare Benefits Schedule (MBS).

A14 Group – Health Assessment Items • 712 Comprehensive Medical Assessment for residents of Aged Care Facilities • 713 Diabetes Risk Evaluation • 714, 716 Health Check for Humanitarian entrants to Australia • 718,719 Health Check for people with intellectual disability • 717 Health Check for 45-49 with at least one risk factor for chronic disease

Australian Better Health Initiative • The Australian Better Health Initiative (ABHI) was launched by the Council of Australian Governments (COAG) in July 2006. • The aim of ABHI is to refocus the health system to promote good health and reduce the burden of chronic disease. The initiative will support activities to improve health outcomes along the care continuum, from the well population to those with advanced chronic conditions.

Australian Better Health Initiative 5 key areas. • Promoting healthy lifestyles. • Supporting early detection of lifestyle risk factors and chronic disease. • Supporting lifestyle and risk factor modification. • Encouraging active patient self-management of chronic disease. • Improving integration and coordination of care.

  7. Why are health checks important? • Prevention • # 45-49 yo Health Checks (cf. est. suitable population) • Access • # of ATSI child and adult health checks provided by GPs compared to the estimated population who could benefit from the health check items

New- item709 & 711; healthy kids check • released on 1 July 2008 • supports GPs & practice nurses to ensure every four year old has a basic health check to ensure children are healthy, fit and ready to learn when they start school • promotes early detection of lifestyle risk factors, delayed development and illness • provides opportunity for guidance

  11. Purpose: To support general practice to address the health needs of patients 40-49 years of age who are at ‘high risk’ of developing type 2 diabetes. Patient eligibility: 40-49 years of age At “high risk” of diabetes as defined by the NRAT Has not already developed diabetes Has not had an item 717 claimed in the past 3 years New – Item 713; diabetes risk review GPS may consider referral of eligible patient to a local Lifestyle Modification Program (LMP).
