  3. FAA History 1958 Senator A. S. “Mike” Monroney (D-OK) introduced a bill to create an independent Federal Aviation Agency. 1978 The Airline Deregulation Act, signed on October 24, 1978, created a highly competitive airline industry. 1995 DOT transferred the commercial space transportation office to the FAA, and Congress granted FAA HR and acquisition reform. 1970 1950 1960 1990 2000 1980 1966 Congress authorized the creation of a cabinet department that would combine major Federal transportation responsibilities. 2001 President George W. Bush signed the Aviation and Transportation Security Act 1981 Approximately 12,300 members of the Professional Air Traffic Controllers Organization (PATCO) went on strike.

FAA Budget Accounts RESEARCH, ENGINEERING & DEVELOPMENT (RE&D) FACILITIES & EQUIPMENT (F&E) GRANTS-IN-AID FOR AIRPORTS (AIP) OPERATIONS Provides for current infrastructure, modernization, and the advancement of NextGen Air Traffic Control (ATC) Systems. This account funds the administration, operation, repair, and maintenance of the National Airspace System (NAS) and aviation safety oversight. Funds the research and development of products and services that ensure a safe, efficient, and environmentally compatible air transportation system. Funds the FAA’s Airport Improvement Program (AIP) which supports development of a nationwide system of public-use airports to meet the current needs and the projected growth of civil aviation.
