  5. Training Component • Four units make up the Training component. • Training Unit • Health and Wellness Unit • Maintenance Unit • Security Unit

  6. Training Unit • The Training Unit provides divisional and inter-agency training to uniformed officers and professional staff. • Numerous courses are offered via federal grant monies at no cost to local and county law enforcement agencies, judges and prosecutors. • Numerous courses, not covered by grant monies, also offered at low-cost to other agencies.

  7. Training Unit Staffing • 17 employees • 11 full-time uniformed employees. • 6 temporary uniformed officers. • Twelve Bachelor’s Degrees • Five Master’s Degrees

  8. Training Unit Breakdown • The Training Unit consists of three primary functions: • Basic Police Officer Training Courses • Cadet Training Courses • Elective Training Courses

  9. 2009 Basic Peace Officer Training • Ohio Peace Officer Training Commission Training Program is conducted twice annually consisting of: • Nineteen weeks of training. • The trainees are certified to become Peace Officers in Ohio.

  10. 2009 Basic Peace Officer Training 582 hours of mandated OPOTC training, includes Administration, Legal, Human Relations, Firearms, Driving, Subject Control Tactics, First Aid, Patrol, Civil Disorders, Traffic, Investigation, Physical Conditioning & Homeland Security.

  11. 2009 Basic Peace Officer Training • 173 additional hours of OSHP courses including: Direct to Threat, Advanced Firearms, High Intensity Tactical Training (Redman, HITT), Psyche of Survival, Deadly Errors, Critical Incident Survival, SIMS Training, Hostile Environment Reactionary Course (HERC), Captured Officer Survival & Shot Avoidance.

  12. 2009 Basic Peace Officer Training 28 Basic Cadets Graduate 17 Departments Served 1511 Hours of Training Cost saving courses Direct-to-Threat Training Advanced Officer Survival Techniques 1511 hours of training for 2009 includes: 1164 OPOTC required hours 347 additional OSHP curriculum hours.

  13. Basic Peace Officer Training • The five-year average for trainees is 58 trainees per year. • (294 trainees since 2004) • The five-year average for departments trained is thirteen departments per year. • Sixty-eight departments served since 2004.

  14. Cadet Training Courses • Cadet training is 30 weeks in length. • Courses of instruction include those of the Basic Police Officer Curriculum. • Additional hours due to increased hours of Traffic Crash Investigation, Stops and Approaches, Firearms, Physical Fitness, and numerous other courses unique to the position of trooper.

  16. Elective Training Courses • Numerous courses are offered to municipal, county, and state law enforcement officers. • Agencies depend upon these low cost, or no cost training programs to maintain their personnel and service in their communities. • Many are federally funded through the NHTSA.

Electronic Speed Measurement Devices Courses • Federally funded through NHTSA Grants and meets all mandates required for reimbursement. • All cadet trainees receive the 40 hour operator’s course prior to graduation. • Every operator’s course includes the use of 15 ESMD instructor certified field sergeants for practical application (16 hours each / 2 days). • OSHP technicians utilized during courses to explain theory and case law precedence. • Judge / Prosecutor utilized for Moot Courts.

  25. 2009 Electronic Speed Measurement • ESMD Operators: • 131 students trained. • Representing 69 different agencies. • ESMD Instructors: • 24 students trained. • Representing 22 different agencies. • Judges/Prosecutor Seminar (CEC): • 59 Judges and prosecutors trained. • Instructor Update: • 42 OSHP sergeants were trained.

  27. A.D.A.P. Courses • Advanced Detection, Apprehension and Prosecution of persons under the influence of alcohol and/or drugs. • Federally funded course through NHTSA. • Forty hour course. • Instructs officers how to identify and properly administer sobriety tests to remove and successfully prosecute impaired drivers.

  28. A.D.A.P. Courses • 4 ADAP courses annually. • 2 Instructor update courses annually. • 1 Judges and prosecutors seminar. • Regional ADAP • 40 Instructors. • Up to 8 Regional ADAP courses annually taught at various locations around the state.

Emergency Vehicle Operations Courses • As one of the largest areas for agency litigation, OSHP offers numerous training courses in EVO. • 2009 Courses: • Remedial Driving Courses (Various ODPS entities served) • 6 courses; 54 students; 728 combined student hours. • 18 instructors; 240 total instructor hours. • SUV EVO Course • One course; 68 students; 1088 combined student hours. • 10 instructors; 240 total instructor hours.

Emergency Vehicle Operations Courses • Civilian Defensive Driving Course • 5 courses; 389 students logging a total of 596 class hours. • Executive Protection EVO Course • One course; 21 students; 168 combined training hours. • Eight instructors; 64 combined training hours. • In total, during 2009 EVO schools trained 570 students, logging over 4,708 combined hours.

Emergency Vehicle Operations Courses • In 2008, the training unit trained uniformed officers in EVO as part of In-Service. • – 1,436 trainees. • 11,488 student hours • 10 instructors per session (56 sessions at hours each) • 8,960 Instructor hours • All cadet courses receive 56 hours of EVO (classroom and practical). • 2009: Cadet Class 149 utilized 16 instructors for a total of 896 instructor hours.

  36. F.A.S.T. • Firearms, Arrest, Self-Defense Tactics. • F.A.S.T. is a 40 hour, Officer Survival Program which incorporates topics on firearms, self-defense tactics and mental survival. • One of the few courses to law enforcement agencies that incorporates all elements of officer survival. • OSHP offers Basic FAST, Female FAST, and Advanced FAST courses.

  38. Criminal Patrol Course • One 40 hour course was conducted in 2009. • 67 students. • 28 agencies served. • There were 9 Criminal Patrol courses offered from 2005 to 2009. • 496 students trained. • 66 agencies served. • In 2006, a Judges and Prosecutors seminar was conducted. • 53 attendees.

  39. Commercial Vehicle Safe Courses • C.V. Safe courses are held in conjunction with the Office of Licensing and Commercial Standards. • Two 3-day classes were held in 2009. • 35 officers attended • Ten classes were held from 2005 through 2009. • A total of 279 officers attended.

  40. Firearms Training Courses and Division Operational Responsibilities Division Armorer. • Coordinates Inventory • Maintenance of Firearms and Range facilities. • Conducts in-depth cleaning of Division handguns every 3 years. • Conducts in-depth cleaning of Division shotguns every 5 years.

  41. Firearms Training • Cadet Firearms/Basic Firearms • Provide firearms instruction to Cadet/Basic Trainees. • Elective Course Firearms • Conduct firearms in-service qualification to all Sworn Officers. • Instruct firearms fundamental training for elective course firearms.

Firearms Courses • Annual Qualification of all sworn personnel • 116 four hour sessions annually (464 hours) • Cadet Firearm Instruction • 100 hours per class • Basic Academy Firearms Instruction • 2 classes annually (152 hours total annually) • Firearms Proficiency Courses • Focuses on handgun and shotgun fundamentals, then transitions into live fire shoot and move exercises. • 3 annually (72 hours annually)

Firearms Courses • Firearms Fundamentals • Designed to improve the basic fundamentals of handgun shooting. • 4 annually (64 hours annually) • Tactical Shotgun • Designed to provide fundamental principles that will assist the officer in speed, accuracy, and confidence with the shotgun. • 2 annually (32 hours annually)

  46. 2009 Police Instructor Training • Ohio Peace Officer Training Commission sanctioned Police Instructor Training program. • 80 Hour Course. • Upon completion, the trainees are certified to teach selected topics in the Ohio Peace Officer Training Academy Program based on previous training and experience.
