  1. CEE Gas Committee Water Heater Breakout Session CEE Program Meeting June 14, 2007

  2. Agenda Review • Update on Tankless Field Test Protocol • Update on ENERGY STAR Water Heater Criteria • North American Water Heater Initiative • Summary of Feedback from Manufacturers • Setting Specification levels

  3. Tankless Field Test Protocol To Measure Actual Gas Savings • Protocol will seek to address the following • How does consumer use change with a tankless water heater? • Is there a net savings when compared to storage water heaters? • Members to implement this experiment in their own territory and report results to CEE

  4. Scope of Tankless Field Study • ASHRAE Technical Committee 6.6 drafting a guide for the technical monitoring of gas, water and electrical consumption • CEE Gas and Evaluations Team developing surveys to understand potential gas and water usage behavioral changes • We propose to make the protocol available by 3rd quarter so that members can begin testing this winter • CEE will facilitate sharing member test results • What are your expectations for information sharing?

  5. CEE Commented on ENERGY STAR Draft Criteria for Water Heaters • Supported inclusion of 0.62 EF gas storage water heaters • Supported inclusion of emerging technologies with some reservation • Warranties necessary • Minimum production threshold • Consumer and contractor education programs

  6. CEE Attended ENERGY STAR Stakeholder Meeting • Consensus in the room seemed to form around including a gas storage water heater at 0.65 and electric resistance storage water heater at 0.95 • Electric tankless water heaters were also discussed but no clear consensus emerged • Manufacturers strongly resisted inclusion of warranty requirement, but were open to production thresholds • Timeline: 2d round of comments due to DOE by July 13th. Revised criteria available in late July

  7. Drafting a CEE Gas Water Heating Initiative An initiative should contain • Summary of existing and proposed technologies • Natural gas savings potential • Major Players • Specifications for storage and tankless gas water heaters • Potential Program Approaches • Role of CEE • ENERGY STAR relationships

  8. Drafting a CEE Gas Water Heating Initiative An initiative should contain • Summary of existing and proposed technologies • Natural gas savings potential • Major Players • Specifications for storage and tankless gas water heaters • Potential Program Approaches • Role of CEE • ENERGY STAR relationships

  9. Drafting a CEE Gas Water Heating Initiative An initiative should contain • Summary of existing and proposed technologies • Natural gas savings potential • Major Players • Specifications for storage and tankless gas water heaters • Potential Program Approaches • Role of CEE • ENERGY STAR relationships

  10. Manufacturer Generally Positive About Market Transformation • Most manufacturers believe the advanced non-condensing and condensing units are technically viable, but need to see market assurance • The best way to give them market assurance is to prove that consumers are willing to buy more efficient models • One manufacturer suggests that advanced non-condensing may be available by 2010, and condensing available by 2011 • Utility programs could create momentum in bringing advanced technologies to the market

  11. Advanced Technologies Are Cost Effective Benefit-Cost Ratio Energy Factor

  12. CEE Performance Specifications Three Tier Approach

  13. CEE Performance Specifications Two Tier Approach

  14. What Other Criteria Should Factor Into Performance Specifications? • Fuel sources: • Include propane as well as natural gas? • Electric issue? • Commercial and Residential water heaters: • Should we broaden the scope to include both? • Will include a NOx specification • Set to <10 ng/J?

  15. Questions?

  16. Additional Slides

  17. Manufacturers, Distributors, Big Box Retailers, and Plumber Outreach • Incentivize market players to provide maintenance and technology support • Influence manufacturer training sessions to encourage plumbers, distributors and others to carry high-efficiency water heaters • Advertising to connect retailers, distributors and plumbers to market channels in exchange for carrying more efficient products

  18. Consumer Education and Awareness • Technology and maintenance support • Early replacement programs • Water heater rentals • In bill ads to promote high-efficiency units and installers who carry them

  19. ENERGY STAR Outreach & Support • ENERGY STAR could supply a listing of where homeowners can find high-efficiency units in their region • Home energy auditors could note the efficiency of the resident’s water heater during home inspections and update owners on high-efficiency options
