THE CRISIS (1990 – 1994) • The increase of the transactions between the countries of the Eastern and Western Europe • The abolition of the Customs control in the internal frontiers of the EU Member states • The extension of the organized multi-national crime • The undertaking of transit operations from transport operators and from Guaranteeing Associations without sufficient checks • The lack of International Cooperation on the competent authority side

The TIR Revision process • Phase I (1995-1997) • Entry into force 17.2.1999 • Establish control over the TIR procedure at the national and international levels for Customs authorities and the private sector and ensure transparency, particularly of the international guarantee system, at all levels

Phase I (1995-1997) • TIR Executive Board (TIRExB) • Mandate (Annex 8, Article 10 of TIR Convention) • Supervision of the application of the Convention, including the operation of the TIR guarantee system … • Supervise centralized printing and distribution of TIR Carnets • Coordinate exchange of information between Customs authorities, associations and international organization (IRU) • Support training of Customs personnel and of other interested parties • Maintain central records on rules for issuance of TIR Carnets prescribed by int. organization for their national associations …

  8. The TIR Revision process • Phase II (1998-2000) • Entry into force 12.5.2002 • Define responsibilities of all Parties involved and clarify and harmonize key legal and administrative procedures at national and international levels. Establish examples of best practice

  9. Phase II (1998-2000) • Define key terms and concepts • Clarify responsibility of international organization for international guarantee system • Best practices for termination, discharge and inquiry procedures • (Example Authorization and Agreement)

Undertaken Measures • January 1995 - establishment of special units for control of TIR carnets in the territorial customs offices • April 1998 – Agreement with AEBTRI and its • adaptation in compliance with the TIR Convention • October 2000 – Memorandum of Understanding between National Customs agency, AEBTRI and IRU – SAFETIR • July 2003 – entry into operation of BTMS 1 • 2003 – SAFETIR data – export data from BICIS • Training of Customs Officers

Issues for Further Improvements of TIR SystemShort-Term Measures • Follow regulations for filling in the TIR Carnet • Strengthening the Customs control/inspection of the goods and examination of the load compartments at the office of departure • Use of secure customs seals • Permanent control of TIR operators jointly with the guaranteeing association • Improving the cooperation and exchange of information in real time
