Definitions of standards & competencies Standard: defines the scope of practice or expectations for acceptable nursing practice in the provision of safe, ethical care (CHNAC, 2003). Competencies: defines the actual knowledge, skills and abilities in practice described in behavioural terms necessary of a health professional, and serves as a based for assessing competence (Hogan, 2008). Public Health Core Competencies: defines the essential skills, knowledge and abilities necessary for the broad practice of public health. They transcend the boundaries of specific disciplines and are independent of program and topic (OPHA, 2004). Discipline Specific Competencies: defines the unique aspects of a profession that may not be captured under core competence statements (King & Erickson, 2006).

Why are Standards Important? • Promotes, guides and directs professional nursing practice – important for self-assessment and evaluation of practice by employers, clients and other stakeholders. • Provides nurses with a framework for developing competencies. • Aids in developing a better understanding & respect for the various & complimentary roles that nurses have. CHN Standards: Expectations Knowledge for every CHN working in: • Practice - to guide & evaluate • Education – for curricula development • Administration – to direct policy & guide performance expectations • Research – guide knowledge specific to CHNsg These standards are basic practice expectations after two years of experience in moving from novice to expert nurse.

Finding a fit for the CCHN Standards with other requirements: • Provincial/territorial regulatory standards (eg. College of Nurses of Ontario) for all nurses • Career of a community health nurse • Canadian Nurses Association (CNA) certification for community health nurses • Competencies that include other professions-eg. Public Health core competencies • (Proposed) Competencies specific to Public Health Nursing • Direction for organizations employing nurses (CHNAC, 2007)
Types of Nursing Standards Provincial/Territorial Regulatory Standards (eg. College of Nurses of Ontario Standards of Practice) apply to all nurses • Defined and regulated by regulatory body (eg. College of Nurses of Ontario) • Legal requirement to practice • Begin when hired into any nursing position Specialty Standards of Practice (e.g. CCHN Standards, proposed Public Health Nursing Competencies) • Provide standards specific to the practice of community health nurses • Voluntary focus for practice • Require a defined period of practice experience in the specialty area (e.g. 2 years) • ‘Value added’ to basic regulatory requirements (CHNAC, 2007)
