School Transportation ELIGIBILITY 6A-3.001 Basic Principles for Transportation of Students. (3) A reasonable walking distance, is any distance not more than two (2) miles between the home and school or one and one-half (1 1/2) miles between the home and the assigned bus stop.
School Transportation ELIGIBILITY (1) Subject to the rules of the State Board of Education, each district shall determine the membership of students who are transported: (a) By reason of living 2 miles or more from school. . .
School Transportation ELIGIBILITY (b) By reason of being students with disabilities or enrolled in a teenage parent program, regardless of distance to school (c) By reason of being in a state prekindergarten program, regardless of distance from school.
School Transportation ELIGIBILITY (d) By reason of being career and technical, dual enrollment, or students with disabilities transported from one school center to another to participate in an instructional program or service;
School Transportation ELIGIBILITY (e) With respect to elementary school students whose grade level does not exceed grade 6, by reason of being subjected to hazardous walking conditions en route to or from school as provided in s. 1006.23.
School Transportation ELIGIBILITY (f) By reason of being a pregnant student or student parent, and the child of a student parent as provided in s. 1003.54, regardless of distance from school.

Questions and Answers Q. Can you provide guidance on when the requirement for a “special seating device” may qualify a student for weighted funding? A. Medical equipment is defined as a specific device that meets the unique needs of the child and is specifically described on the child’s IEP.

Questions and Answers Q. The doctor says my child needs an air-conditioned environment; how can I get the district to provide him a bus with this requirement? A. The Exceptional Student Education (ESE) department needs to write an Individual Education Plan (IEP) describing the doctor’s request for your son and provide this document to the school transportation office.

Questions and Answers Q. My home address is less than two miles from my assigned school and the district doesn’t provide my child school bus transportation, why? A. In Florida there is a two mile walk limit, meaning the child can walk to school and the district is not required to provide transportation.

Questions and Answers Q. My child attends a middle school that has 6th thru 8th grade classes. The district said she doesn’t qualify for hazardous walking, why not? A. The statute only allows students in elementary school thru grade sixth to qualify for hazardous walking, not middle school students.
Sequence of Surveys • Survey Period 1 (July) covers from the beginning of the fiscal year (July 1) to the beginning of the defined 180 day school year.

Questions and Answers Q. Why is our funding grouped all together with charter schools in our district? A. This is done because the formula was not designed to separate funding for differing schools within the district. All are considered public schools.

Questions and Answers Q. What is the final day to electronically submit the DOE hazardous walking database to be archived for each survey period? A. The school district must document their evaluation and enter the street location by code number in the Department’s hazardous walking database prior to the end of the next scheduled transportation survey.
Auditing Guidelines • 6A-1.04513 Maintaining Auditable FTE Records.These records shall be maintained in auditable condition, shall be made available to the Department for auditing, and shall be kept for a period of three (3) years or until the completion of audit by the Department, whichever period is longer.

Transportation Reports • F70806 - Transportation Membership Category ‘A’ - This district level report is a list of students with a transportation membership code of ‘A’, Individuals with Disabilities Education Act (IDEA).
Transportation Reports, cont. • F70092-Transportation: Adjusted Base and ESE (FEFP Transportation)- a summary of all eligible students transported, by vehicle type and membership type. • F63504-Hazardous Walking Report- a count of students whose Transportation Membership Category is “G”. • F63499-Transportation: Average Bus Occupancy Index - a summary of all students by Transportation Membership Category by survey.
Transportation Reports, cont. • F70755-Transportation Calculation Comparison- a comparison of current and previous calculations in four areas. • F60533-Summary: Transported Less Than 2 Miles- a count of students who are transported less than 2 miles. • F63498-Prior Year Amendment Comparison- a comparison of the amended and final counts for each survey period and the total count for the school year.
Transportation Reports, cont. • Counts of Students Transported on each Bus (F70808) - a count of students on each bus. • Names of Students Transported on each Bus (F70810) - a list of names of students on each bus.
New Report • F71026-Students Without A Matching Demographic Record - a list of students who do not have a demographic record.
Student Demographic Records • A Student Demographic record must be reported for each Student Transportation record. • These records must match on the following fields: • District Number, Current Enrollment • Student Number Identifier, Florida • Survey Period • Year
Student Demographics(continued) • Sometimes the matching demographic record will be in another district---the student is transported to another district for all instruction. • Auditors use the demographic records to get students' names.
ESE Transportation • If the Transportation Membership Category is ‘A’ or ‘C’, the student’s IEP must contain information which specifies specialized transportation services are required. • Auditors will look for backup documentation.
Hazardous Walking • If Transportation Membership Category is ‘G’ (Hazardous Walking-Elementary) there must be a non-zero Hazardous Walking code. • The Hazardous Walking code must be found on the Hazardous Walking file. • The Hazardous Walking file can be updated throughout the survey processing period.
