Plantation shutters do not have solid panels like solid shutters. If you are looking for noise blocking, complete light blocking and privacy, then solid panels would work better.

Solid shutters are especially effective at this but even external shutters offer some insulation and reduce heat loss through the glass windows. The bonus with plantation ones is that even as they are keeping the heat in you can still adjust to allow some light in too. Even the cafe half style will help reduce drafts and loss of heat from the lower half of the windows.
