COHP Certificate Eligibility • In order to receive any PCS entitlement to Everett, WA you MUST have an HPC certificate • Eligibility Requirements: • Must meet all three criteria to be issued a certificate • MUST have an EAOS of 21 JAN 2013 or later • MUST have a PRD of JAN 2013 or later • Have a purpose to use one: Vehicle movement, Household Goods • Without a certificate NONE of these entitlements can be used: Dependant Travel, DLA, TLE, House Hunting TAD, Proceed Time, Travel Time to drive, book or get reimbursed for a dependants flight or received. YOU DO NOT HAVE TO BE A CERTAIN PAYGRADE OR HAVE DEPNS TO GET AN COHP CERTIFICATE!!!! If you do not meet the requirements above and want to extend, please see your Career Counselor for your available options.

  3. TRAVEL ENTITLEMENTS (Must be authorized a Homeport Change Certificate to get reimbursed for travel expenses and other allowances) If traveling by POC (Privately Owned Conveyance): *MILEAGE - $0.19/mile X 1288 mi (San Diego - Everett) = $244.72 *Flat Per diem - $123/per travel day 4 days of Allowable Travel Time TOTAL: 1 Person/1 Vehicle = $736.72

  4. PROCEED TIME • Proceed time is a period of time not chargeable as leave, delay, or allowed travel time. It is granted for the purpose of facilitating necessary personal arrangements inherent in certain permanent change of station (PCS) orders. • Proceed time will be authorized at discretion of the Command and will not exceed 4 days. To request proceed time route a special request chit through the COS.

  5. Temporary Lodging Expense (TLE) (Must be authorized a Homeport Change Certificate to get reimbursed TLE) Max 10 days temporary lodging reimbursement in San Diego or Everett vicinity Not to exceed $94/day in Everett or $131/day in San Diego Staying with friends or family can be paid Per Diem (not lodging)

  6. House Hunting TAD • (Must be authorized a Homeport Change Certificate to use House Hunting TAD) • Up to 10 days not to exceed 5 working days including holidays and weekends • House hunting is not Leave it is TAD • Orders are cut by ADMIN Dept and member must be authorized to live out in town in order to use house hunting TAD • Cannot be used in conjunction with Proceed and Travel time • May be combined with leave

  7. Dislocation Allowance (DLA) (Must be authorized a Homeport Change Certificate to get paid DLA) With Dependant Rate: Must move dependants from one household to another Without Dependant Rate: Must move households or Must move from government quarters to a residence out in town within 60 days after January 20th and must be authorized to do so (Get single BAH)

  8. BAH • Dependant BAH: • Switches from San Diego to Everett Effective 21 JAN 2012 • Request chit required to keep San Diego BAH signed by COS • Single BAH: • E4 over 4 years of service or E5 and above switches to Everett Effective 21 Jan 2012 • If you don’t qualify for a HPC certificate you can keep San Diego BAH with written notification of residence from apt complex, mortgage, or notarized letter.

  9. Paid if you do not qualify for a HPC cert and depns do not reside in commutable distance from command If you choose not to execute your HPC you do not get FSA Cannot be paid FSA if you move depns earlier than 21 Jan FAMILY SEPARATION ALLOWANCE (FSA)= $250.00
