What is LEADER? • LEADER = Liason Entre Actions de Dèveloppment Èconomique Rurale (Links between Activities Developing Rural Communities.) • Part of the EU Rural Development Programme - LEADER accounts for 5% of the total SRDP allocation (around £38m). • Funding is awarded to Local Action Groups (LAGs) • Bottom-up method of delivering support for rural development. • Create sustainable economic activities that will generate demand and open opportunities to attract and retain population. • Co-operation projects are encouraged.

  3. Requirements • Projects have to be innovative • Small-scale • Community driven • Show Equal Opportunities • The projects main aim must be to benefit the Outer Hebrides rural community. • Open to the whole of the Outer Hebrides.

Properly constituted Community groups Social enterprises Charities Voluntary organisations Business partnerships and Private individuals where sponsored financially by public bodies, clubs and societies - thus ensuring a wider community benefit than a pure economic benefit. Public Sector agencies Collaborations between groups, private companies and individuals in an appropriately legally constituted form. Target Groups Young People (up to 34 years of age) Women Elderly (over 65 years of age) Who Can Apply?

  5. What is the aim of the LEADER Innse Gall programme? Outer Hebrides has been awarded 2.93m funding THEME: REVITALISE COMMUNITIESby addressing: • geographical handicap, remoteness and peripherality • economic fragility and job creation • population decline, out-migration of young people • empowering women • inadequate community infrastructure and facilities • Gaelic language and culture • a sustainable natural environment, Agriculture and Crofting • social inclusion and supporting vulnerable groups

Financial Assistance • LOCAL PROJECTS - maximum LEADER Innse Gall grant contribution • INCREASE IN INTERVENTION RATE: NOW ‘Up to 50%’ of the total eligible project costs. • The LEADER contribution must be the minimum amount required to allow the project to proceed. • Minimum beneficiary contribution of 5% eligible project costs. • Projects with grant eligible costs of less than £1000 will not be funded. • Capital and Revenue items are eligible • All match funding must be in place, and evidence provided, before work can commence on the project. Retrospective approval is not allowed. • If the project is liable to run for more than 2 years then it should be separated into phases.

Our Achievements in the first Year • LEADER Innse Gall 2007 -2013 programme opened to the public on 2nd March 2009, now open 1 year. • Increase of intervention rate. • Approved 22 projects in the first year and this amounts to a total grant commitment of £739,219 • Launch of www.outerhebridesleader.co.uk

Application Process: • Clients complete Enquiry form,  if application likely to go ahead complete Application form  Officer reports to LAG  LAG approves/refuses application  Claim forms sent to Client. • A claim form must be completed 4 months after acceptance of the grant and conditions, and every 3 months thereafter. • Acknowledgement of LEADER funding is essential. • Any changes in a project must be reported to the LEADER officer. • All records must be kept by the claimant for 5 years after the final payment of their grant. • 25% of the grant will be retained until project completion and all conditions met.
