Economic Governance of the Commons Ostrom identifies eight "design principles" of stable local common pool resource management:[4] • Clearly defined boundaries (effective exclusion of external unentitled parties); • This is not done in GIC. There is space for everyone. Or is there? • Rules regarding the appropriation and provision of common resources are adapted to local conditions; • GN, GAIA, and some project management being done. • Collective-choice arrangements allow most resource appropriators to participate in the decision-making process; • Staff members have decision making power. Volunteers vote with their feet and energy. • Effective monitoring by monitors who are part of or accountable to the appropriators; • Not really done except tacitly by continued power • There is a scale of graduated sanctions for resource appropriators who violate community rules; • No. You are either in or out. • Mechanisms of conflict resolution are cheap and of easy access; • No. High cost especially face cost. • The self-determination of the community is recognized by higher-level authorities; • Yes.
