  1. BRIEF ON 2018 CONGRESS RESOLUTIONS AND IMPLEMENTATION UPDATE Trade Industry Challenges Competitiveness

  2. Structure and Perfomance of Trade Trade for 2018 Total Imports from Africa account for 51.7% of total imports, while exports account for 64.6% of total exports Total Imports from Africa account for 51.7% of total imports, while exports account for 64.6% of total exports

  3. Major Imports from Africa Consist of • Petroleum oils • Electrical Energy • Motor Vehicles • Mineral and Chemical fertilisers These accounted for • 26.7% of Total imports from Africa; and • 12.9% of total imports from the World

  4. Major Exports from Africa Consist of • Unmanufactured Tobacco • Gold • Nickel ores and concentrates • Ferro alloys • Chromium ores and concentrates • Cotton, not carded or combed These accounted for; • 82% of total exports to Africa; and • 51.3% of total exports to the world

  5. Trade Resolution • ZNCC must engage Government on the proposal for the country to host the CFTA Secretariat because this comes with incremental benefits Implementation • Correspondence was sent to the Ministry of Industry, Ministry of Foreign Affairs and the Zimbabwean Ambassador to Ethiopia

Trade Resolution • Engage Government regarding the structure of the Trade Department • Lobby for Zimtrade not to be part of ZIDA Implementation • After interventions Zimtrade was not considered as part of ZIDA • Trade department was moved to Foreign Affairs but there are still communication challenges

Industry Challenges Resolution Auction Market for TBs • ZNCC to lobby for the promotion of an auction market where Treasury Bills and other financial securities can be traded  Implementation • The Chamber lobbied for the introduction of an open Market system for the trading of Treasury Bills and this was adopted by the Minister of Finance in 2019 National Budget

  8. Industry Challenges Resolution • ZNCC must engage ZIMRA on corruption, systems failures (ASYCUDA and E- system), tax environment and Boarder Management challenges Implementation Implementation • A Survey on the ‘Zimbabwe Tax environment was launched • Engagements with ZIMRA

Industry Challenges Resolution • ZNCC must engage RBZ on the currency framework • ZNCC must engage Government to adopt a cash budgeting system  Implementation • RBZ acknowledged ZNCC input for the 2019 Monetary Policy Statement • Chamber’s position has been that – Government should protect the economy by adopting a cash-budgeting fiscal stance • The Minister of Finance has since highlighted that Government is now in a Cash surplus position – though questions remain on the quality of surplus

Information Dissemination and Competitiveness Resolution • ZNCC to lobby for the establishment of an apex body (BCZ) which will represent Business interests at both national and regional level (SADC, COMESA) Implementation The chamber has lobbied for the establishment of BCZ ZNCC is representing the private sector at COMESA

Competitiveness Resolution • ZNCC should engage Standards Association of Zimbabwe and Bureau Veritas so as to encourage members on quality standards for the production of quality goods Implementation: • ZNCC CBC Training and Capacity Building Workshop on Food Safety and Standards for SMEs to promote Local Sourcing Partnerships • ZNCC seconded the inclusion of the Private Sector in the NCC whilst keeping the body separate from CTC

  12. Competitiveness ZNCC lobbied for the following • Local Content Policy • National Industrialisation Policy • National Export Strategy • NCC formation Implementation: • Launch is expected tomorrow • NCC was established
