Self-help and collective endeavour • CED is a not for profit community benefit society • Developed Energy Smart Club concept through a shared agenda around housing, mutuals and fuel poverty • Worked on strategic direction since 2008 • In December 2012, CED awarded £233k by DECC which enabled kick-start of Energy Smart Club model
Delivery • Six local authority areas • Launched February 25 and closed May 24 • Engaged with 70,000+ households • C7,000 households registered (613/c10% switched)
Financial savings • Average £173 savings • Largest single saving £500+ • Circa 3,500 households received better offer “I got involved with CED because I thought it would benefit the tenants/residents of the area where there is a large number of prepayment meter accounts and this project’s target audience was just that thing.” (Community Champion, Rochdale ESC)
Reaching vulnerable households • 50+% never switched or last switched 3 years ago • 16% low income families (less than £13,380 per year) • 35% elderly/56% had elderly resident in the household • 437 on a pre-payment tariff (gas, electricity or both) • 5 local authorities, 3 registered housing providers, nearly 50 community organisations
Building local and trusted partnerships • Sign up highest in Leeds (1,645) and Kirklees (1,422) where existing connections between Local Authority and community groups were strongest • UK leading switch rate (13.8%) in City of York where there were 5 active Energy Smart Champions
Lack of communication • 50+% of respondents received post-auction correspondence (email) • Nearly 75% found it difficult to understand the offer • Ofgem rules create barriers to engagement with consumers
A trusted brand • Our online survey of more than 6,000 households demonstrated: • A strong response: 10% • High level of trust: 43% • CED seen as independent: 59% • CED seen as impartial: 57% • CED viewed as local: 53% • CED viewed as new or 'different': 42%
Government assistance • Communicating a clear tariff offer to consumers • A smart pre-payment tariff offer • Definition of a collective • Clarification of Ofgem rules around communication to consumers
