The Global Dialogue Process • Type 2 Partnership of the WSSD • High-Level Intergovernmental forum • Owned by the members • But reporting voluntarily to the UN system • Participation by multilateral organizations • UN-CSD, UNCTAD, ILO, World Bank, etc. • Stakeholder participation through national delegations (industry and others) • Ability to make recommendations

What can the Forum do? • A global platform for governments • To respond together to global challenges • Seek broader support for their priorities • A global platform for Ministries with policy responsibility for mines and metals • to exercise more policy influence • Domestically and Internationally

Stage 1: Preparatory Process • Meeting in Geneva 1-3 October 2003 • 36 Countries and 4 Multilateral Institutions • Draft Terms of Reference and Rules of Procedure for an Intergovernmental Forum that: • provides a framework in which to discuss the opportunities provided by mining, minerals and metals and • to respond to the challenges facing the sector. • Identification of work programme items

Work Programme Proposals • Within the overarching theme of governance: • National policy & administrative framework • resource management regimes • legal frameworks • Development of local communities • community engagement approaches • Small-scale miners • Post-closure planning • Enhancing life-cycle contribution • Market issues and investment policies

  8. Next Meeting: 1-3 June, 2004 • Co-Chaired by Canada & South Africa • Co-hosted with UNCTAD in Geneva • Finalise Defining Documents • Terms of Reference • Rules of Procedure • Review the proposed Work Programme • Seek Notifications & Officially Launch the Forum

  9. Expected Results of the Forum • More positive investment climate • Enhanced national governance of the sector • More international support for capacity building • More effective and timely government responses to sector challenges • More influence by Mines Ministries on promoting sector policies, nationally and globally
