  7. NAVFAC Hawaii Mission Naval Facilities Engineering Command, Hawaii (NAVFAC Hawaii) provides a single touch-point for best-value engineering, public works, and acquisition services in Hawaii to Navy, Marine Corps, Department of Defense (DoD) and other federal agency clients.

NAVFAC Shops Supported • Environmental (EV) - Provides technical environmental support through compliance, planning, restoration, historic preservation, evaluation and assessment. • Facilities Sustainment and Services (FS&S)- Provides comprehensive facilities maintenance service, including construction. It offers maintenance, repair, and alteration of real property and minor construction for facilities, buildings and equipment. • Utilities and Energy Management (UEM) - Provides electricity, wastewater collection, pretreatment and treatment, potable water, compressed air and steam services.

PWS Overview • Contractor run store, cost effective products with timely response to demand • Guaranteed Minimum Sales: $1M Ceiling: $10M • Potential for $2-4M in annual sales through the store • Based on catalog size of Contractor: Potential for additional sales between $2-5M • Must have a catalog of Products with a minimum of 25K line items • Contractor must have reach back ability with warehouse/store on island • On-site store location • Inventory of 2,000-3,000 line items • Fast movers, high demand items • Provide on-site management, maintain adequate inventory levels, stocking/restocking of shelves, customer service, check-out duties…. • Material and products include: • Preventative maintenance - Personal protection equip • Mechanical - Electrical • Fire protection - Plumbing

PWS Overview • Contractor will have full project management discretion to employ state-of-the-art methodologies • Look for ways to improve efficiency • Look for ways to cut cost • User friendly IT order processing system • Built to be compatible with Government system • Government Furnished Property/Equipment • 22,540 square feet of warehouse space • Warehouse shelving available • Pallet racks available • Free electricity (must remain energy efficient) • No Fixed Labor Fee • Material prices should be fully burdened

Conclusion • NAVFAC HI is the single touch-point for best value engineering to many HI military facilities and locations. • A contractor run store and catalog is essential to provide NAVFAC cost effective material in a timely manner. • Funding is austere and NAVFAC requirements continue to grow.

Source Selection Overview • Choose the contractors that provide the best value to the Government, all factors considered in a tradeoff process • Goal: To get the best-value for a one-touch store front operation in support of NAVFAC Hawaii’s Mission • Ensure the mission will be met prior to awarding a contract

Source Selection • The Government will conduct a best value source selection utilizing a tradeoff process • Quote must demonstrate to the Government’s satisfaction that the contractor is capable of successfully performing the solicitation requirements and overall program objectives. • Cost savings through efficiencies

  25. Submission Requirements • Three (3) evaluation factors • Factor 1: Technical • Factor 2: Past Performance • Factor 3: Price • Follow specific instructions listed in RFQ

Quote Development • Understand program objectives / acquisition strategy • Be attentive to all parts of the RFQ • PWS • Terms and conditions • Submission instructions and evaluation criteria • Demonstrate the ability to comply with requirements and implement the proposed approach • Demonstrate that sufficient resources and capabilities will be applied • Consistency from element to element • Substantiate all claims regarding performance history

Quote Development • Structure quotes in accordance with submission instructions • Can an evaluator quickly find what is needed? • Is it clear? • Do drawings and diagrams complement narrative and not replace it? • Substantiate • Do not simply make claims • Provide information to allow an independent assessment

Typical Quote Shortfalls • Not being responsive to the RFQ • Regurgitating the PWS • Quote instructions not followed • Statements in the quote are not well supported • Quotes are not well organized • Past performance POCs are not current • Not signing RFQ or providing all requested information • Not acknowledging or signing all amendments • Arithmetic and/or spreadsheet formulas are incorrect • Not explaining pricing approach
