Current Position • The existing HBC framework was awarded in April 2012 as a 2 + 2 contract • The proposal is to extend the framework for 6 months to enable SCC and the CCG’s to undertake a joint tendering exercise and implement a new contract for October 2014 • We have considered influences on the market: • Recruitment and retention • New policies and legislation • Recommendations from reports (UKHCA/Unison) • Local issues affecting demand & supply in Surrey • Feedback from providers • Feedback from service users • Feedback from quality monitoring visits

  3. What do we want from the new contract? Responsive service • Improved capacity in difficult areas • A quick response and ability to pick up care, especially for hospital discharge Improve the quality of care delivered • Need to improve transparency of number of missed & late calls Build ‘Partnership’ relationships with providers • Moving away from a Framework and implement advanced payment on an agreed, variable volume • Payment to reflect complete delivery of quality services to contract • Ability to deliver personalised services enabling people within their communities

Co-design • Individuals, CCG and Personal Care and Support • Customer survey information • Reference group • Service specification and evaluation matrix • Evaluation and interviews • Providers • Annual review meetings • Representation on workforce group, electronic monitoring discussion • Richard Williams co-ordinating opportunity to discuss and feedback within February

Proposed Timelines for Strategic Partnership Contract SCC & CCG Evaluates bids Bids to be returned to SCC Re-Tender Documentation Published On In-Tend Provider Events 6th May 14 31st March 14 Feb & March Btw 7th – 23rd May Contract Award Announced Bidders through To interview stage Go Live Successful Bidders Announced Interviews take place 2nd June 1st July Btw 16th – 27th June 1st October 23rd July

Proposed Timelines for Any Qualified Provider SCC & CCG Evaluates bids Re-Tender Documentation Published On In-Tend Provider Events Bids to be returned to SCC 30th July 1st July Feb, March & May Btw 1st – 30th Aug Successful Bidders Announced Go Live Contract Award 1st September 1st September 1st October

For more information • SCC & the CCG’s will be hosting 4 provider events which any provider who is interesting in bidding can attend. • 26th February – 10am – 12.30pm – Runnymede • 5th March – 2pm – 4.30pm – Wray Park, Reigate • 12th March – 10am – 12.30pm – Wray Park, Reigate • 19th March – 10am – 12.30pm – Runnymede
