The Issue • Should On-Site Landfill Managers and State and Local Inspectors have required training and certification in current landfill management techniques?

Goals of Pilot Project • Improve Landfill Operations & Safety • Train/Educate/Update Landfill Managers, LEAs and CIWMB Inspection Staff • Collect Information & Data • Consider Certification Requirement
Meetings & Discussion • LEA/CIWMB Conferences at Lake Tahoe • Grandlibakin 2001 and Squaw Creek 2002 • SWANA Conferences • Numerous Meetings • WasteCon – 2002 – Long Beach • Western Symposium – 2002 – Palm Springs • Discussions with CCDEH and Regional Council of Rural Counties • CIWMB has offered many training classes for CEUs of which three (classes) are directly related to this Pilot Program
BASIC MOLO COURSE Four Day Course (Offered twice/year In California) 15 Major Topics covering Landfill Design, Operations, Closure Field Trip Two Tests for Certification National SWANA Exam California Specific Exam Costs $850 (Course + Membership) $? For per diem & Travel CERTIFICATION SWANA MOLO Course
Re-Certification • Current Pilot Project requires 30 Continuing Education Units (CEUs) every three years to maintain certification • CIWMB has offered more than 60 CEUs to LEAs and Board Staff and operators at no cost to support re-certification.

Options for Consideration 1. Direct staff to develop regulations beginning with an informal rulemaking process to require certification for on-site landfill managers responsible for day-to-day operations and for state and local landfill inspectors. 2. Direct staff to continue Landfill Operations Training/Certification Pilot Program for an additional two years 3. Direct staff to drop the program and not pursue regulations 4. Provide other direction to staff END
