  3. Why we reviewed EDB In May 2011, City Assembly voted to bring back in-house the Project Management of EDB An independent investigation needed to assess the facts, share findings & consult on options Any potential solution must improve project delivery and demonstrate value for money.

Learning from the past Working Group (Oct ‘07) EDB Projects take too long & delays unexplained Local residents do not know about EDB in their area Warrantee of work and managing recalls unclear High cost due to use of consultants Break-out Group (May ‘11) EDB programme takes too long and inflexible Local people do not know about EDB or how to make improvements in their areas Extra support before the bid placed Need innovative ways to share ideas

  7. Consultation on EDB – Four strands Listening to what our residents really think: All Tenant & Residents Associations contacted & 39 questionnaires completed Series of Focus Groups with TRA Reps Individual in-depth phone interviews Over 330 responses to on-line survey

  8. Feedback from TRA questionnaires Generally satisfied with bidding process Concerns over voting system Mixed opinion on overall delivery

Themes from Focus Groups & Interviews City Assembly vote used to criticise Mears Guidelines to be clear about types of work Voting seen as too personal and tactical Want better estimates on the costs of work Communication on work plans and delays Lack of information on quality and cost Want local labour used to deliver projects

  10. On-line resident questionnaire • 80% suggested local area improvements but, only 27% knew how to do anything about it • 77% do not know what EDB is and fewer than 20% knew of Resident led improvement in their local area

  13. Another way to deliver A new 3 way Partnership approach Not-for-profit Resident led Local delivery team Linked to local labour & apprentices.

  14. Way forward with EDB Residents leading and overseeing Action Plan to improve EDB Process from beginning to end: Supported by: Council Officers (CPO & Property Investment) Mears EDB Project Management team.
