Improve understanding of local cellular capabilities/deficiencies Flawed approach! *Multiple carriers, remote locations, different handset types & dynamic market = moving target *Responders must understand that while their own phone might not work in a certain event/area, however the Comms Workgroup will almost certainly be able to provide phone capability.
