  4. “Standardize comms plans between countries” Standard Protocols: *Add USCG Radiotelephone Handbook as an enclosure to CANUSLANT plans *Standardization of operational terminology (e.g.”alongside”) beyond the scope of the comms work group – must be developed by operational personnel. *Check IMO or NATO for existing documentation – probably do not have to re-invent the wheel Communications Workgroup

Improve understanding of local cellular capabilities/deficiencies Flawed approach! *Multiple carriers, remote locations, different handset types & dynamic market = moving target *Responders must understand that while their own phone might not work in a certain event/area, however the Comms Workgroup will almost certainly be able to provide phone capability. Not portable. *GETS=Government Emergency Telephone Service (U.S.) **Calling card initiated – portable, less convenient *WPS=Wireless Priority Service **Pre-designated. Develop a plan for adequate data capability Similar to the Phone item: Meet the need by planning to bring a variety of providers: Pre-wire designated command posts Most cost effective if said post is an existing operational unit, e.g. USCG Station Eastport. *”Air Cards”, multiple providers. **Can air cards be given WPS? *Satellite solutions (BGAN, Tachyon) Share bandwidth via routers/LAN Communications Workgroup

  20. Investigate information management tools (voice/video/COP): COP COP is too broad a requirement. For example, the USCG has at least 3 distinct “standard” COP systems. Focused COP operational requirements increase the chance Comms/IT WG can deliver what is needed most. Communications Workgroup

  22. Leverage evolving international standards Example: AIS Most USCG vessels are equipped with AIS, more added every day Current capabilities: vessel tracking. Improves underlying COP capabilities.
