What is the vision? • Focus on outcomes and accountability • Not on compliance • Reduce burden of existing data collections • Streamline data collection process • Eliminate redundancy across ED programs • Improve data accuracy, timeliness and utility • Create Federal-State-Local partnerships • Common data standards • Collaborative solutions to common problems • Work with vendor community • Education Data Exchange Network

How are we going to do it? • Integrate multiple data collections OSEP, OCR, OELA, OESE, OVAE, NCES, IES PPSS, SAS use a common data repository • Focus on results rather than compliance • Provide performance information about schools and programs • Develop user-friendly access tools • Integrate with ED accountability systems • Capitalize on existing technologies

  8. Align with State Systems • Present Phase I data elements to States • Visit every State (plus DC and PR) • Data Definitions • Structure of state data systems • Develop Education Data Exchange Plans with each State • Negotiate Cooperative Agreement Task Orders with each State

State Site Visits • Letter from Secretary to Chiefs drafted • Identifies NCES Forum and Peer Review contacts • Schedule visits after NCLB Peer Review visits • 2-3 days • Meet with leadership • Detailed dialogue with data owners • 3-4 member teams • ED leader and/or planning team member • 2 consultants with State/local experience
