  1. CONGRESSIONAL NONLEGISLATIVE POWERS Constitutional Amendments • 2/3’s vote to propose amendments • May call a national convention on request of 2/3’s of state legislatures (never tried) Electoral Duties • House may select a President • Senate may select a vice president

  2. Impeachment • House Judiciary Committee prepares charges and the House votes to impeach • Only a simple majority required • Similar to an indictment by a grand jury • Senate tries the case • Senate votes “guilty” or “not guilty” • If guilty, the official is removed from office

  3. Executive Powers Appointments • Presidential appointments require a majority vote in the Senate • “Senatorial courtesy” for state appointments Treaties • 2/3’s approval by the Senate • Growing use of executive agreements

Investigatory Power • May investigate anything within the scope of its legislative power • Exercises authority through standing committees, subcommittees and special committees • Purposes • Gather information • Oversee operations of agencies (oversight) • Focus public attention on a subject • Expose questionable activities of public officials (Watergate) • Promote particular interest of a member of Congress
