WhyCDSS? What is CDSS? • Coordination Decision Support System (CDSS) is a web-based Aid Management System on external assistance • It is a customized version of the Development Assistance Database (DAD) CDSS
Objectives Aligning ODA to national development priorities to improve efficiency and effectiveness of its utilization Capacity enhancement of national stakeholders to take informed decision for effective external aid management Promoting results based ODA management to achieve larger development effectiveness Consolidated overview of the entire development assistance to understand and assess the impact, Facilitating coordination among various donor organizations and national Government agencies to avoid duplication
CDSS – Key capabilities • CDSS can update data on: • Physical and financial details • Key performance indicators • Paris declaration indicators • Allows the users to view project data organized into lists, reports, charts, and maps. • Project documents can be attached
Benefit of CDSS • Improves monitoring of EAPs: tracks financial and physical progress • Mapping unserviced areas and sectors • Communication flow on real time • Provide institutional capacity
CDSS Deployment • The database is managed by Department of Economic Affairs (DEA), Ministry of Finance • The database covers all the Externally Aided Projects (EAP) routed through the Indian Financial Management System • The major stake holders of CDSS are: • DEA (Credit Divisions), Ministry of Finance • States governments & Central Ministries • Project Implementing Agencies • Development Partners • Project data is updated by the stakeholders of the project
CDSS database Updation • CDSS database is updated by the various stakeholders of project • Based upon the category of user, data fields are accessible for updation • Financial data is updated by the automated process called Exim User 1 User 2 User 3 Exim CDSS Database Information is available in public domain ( interactive mode) – transparency at all levels

Improving CDSS • Enhancing System to Capture the Paris Declaration indicators • Establishing consistency in the information on ODA reported to OECD and CDSS • Working with Development Partners to establish joint review and monitoring mechanism at the sectoral level
CDSS - Way Forward • CDSS upscaled and enhanced further to meet the requirements of Ministry of Finance (MoF) • CDSS developed as a single window system which supports for the streamlining of external assistance to the country • Suitable strategy for institutionalizing CDSS will be drawn and implemented
