  1. MWCOG GIS CommitteeRegional Geospatial Interoperability Project Phase 1

  2. Mission Provide regional and federal emergency managers the best geospatial data available irrespective of the data’s jurisdiction of origin. Systems/procedures developed should also be capable of servicing the region’s governments during normal conditions.

  3. Customers • Emergency Managers (consumers) • GIS analysts who support Emergency Managers (creators, analysts)

  4. Goal 1: Improve Communications • Improve communications among lead GIS Analysts supporting regional Emergency and ESF Managers. • Create and maintain a roster • Participate in this committee • Participate in a workshop with Emergency Managers and their GIS support to refine regional interoperability requirements and develop a concept of operations. • Create a manual • Hold a second workshop to follow-up

Goal 2: Establish rules for data sharing • Give credit to others for their data • Provide metadata • What’s reasonable during emergencies? • Don’t charge regional partners • Refrain from redistributing data provided by other jurisdictions. Except: • When a partner has been incapacitated • Derived products that protect the source data • Direct data requests to the source jurisdiction

Goal 3: “As is” Data Distribution • Define a list of minimum essential geospatial data sets • Data that can be shared in advance of an event. • Data that is created during or after an event. • Compile a regional inventory of minimum essential geospatial • Identify missing and incomplete data sets • Distribute a DVD • Request resources to gather data sets identified as missing or incomplete

  7. Goal 4: Establish Online Data Discovery • Allow for discovery of information by creating a regional metadata repository that can collect or mine geospatial metadata from participating jurisdictions. Compatible with: • Geospatial One Stop • MEGAN • ArcGIS Desktop (Catalog)

  8. Goal 5: Establish “As is” Online Data Sharing • Data from ArcGIS to WebEOC and from WebEOC to ArcGIS • Create OpenGIS (WMS/WFS) or ArcIMS Web Services that at a minimum must be able to distribute information created during an event. Compatible with: • WebEOC • EMMA • ArcIMS (generically) • ArcGIS Desktop

  9. Goal 6: Test “As Needed” Data Sharing • Leverage the CAPSTAT grant to test and learn about Enterprise Service Bus technology. • Test for data discovery • Test for “As is” sharing • Test security • Test for on the fly transformations using XML • Identify at least eight geospatial layers for this regional test.
