Success of Mobile Democracy Platform In the Mobile Messaging Awards (2007) that took place in Monte Carlo,“Mobile Democracy Platform” won “2007 Global Messaging Award for public sector/for non profit”. This award attracted attention in the international arena. With this success, we as “Mobile Democracy Associaton” now planning to apply Mobile Democracy Platform within other countries with the aim of disseminating these applications as “General Broadcast Channel” for worldwide citizens.

  3. What is Mobile Democracy? Mobile Democracy, Brings into forth the understanding of being a citizen and having an urban consciousness. It is a social living technique, which provides the contact of the city dwellers with the local administrations without any interruption in a quick way, increases social sharing and supports the acquisition of social responsibility of the citizen related with the region that they live.

  4. Who We Are? Mobile Democracy Association, Is a platform, established with a GSM infrastructure, in order to provide the communication of the local administrations one to one with the citizens in an efficient and a quick way. It’s aim is to achieve gaining of social consciousness in between citizens, developing participative citizens who take care about the region that they live in, supporting urbanization and developing a strong urban culture.

What is “Mobile Democracy Platform”? • Ecotel Company which is the Solution Partner of Turkcell, and Mobile Democracy Association are executing “Mobile Democracy Platform” project with pioneer municipalities till 2005 • The main goal of this project is to establish a bridge between citizens and local administrations with minimum cost and maximum efficiency

  6. Who Are the Stakeholders? The stakeholders of the project are : • Technical infrastructure provider Turkcell, • Software solution provider and the controller of the broadcast content Ecotel, • Broadcast content editor and social innovation provider Mobile Democracy Association, • Broadcast content provider Local Administrations

  7. Components of the Project Mobile Democracy Platform, has mainly 2 important components: • 888 Cellbroadcast Channel • 3870 Interactive Participatory Channel

  8. Why CellBroadcast Technology? • It uses the existing technological infrastructure, so there is no need to any change or innovation within the softwares of satellites, stations or programs. • As it is different than SMS and voice communication, Cellbroadcast never overloads, so the communication lines always stay open. Therefore, in natural/unnatural disasters or in emergency alert situations, this application is the best one to provide communication with maximum efficiency. • Cellbroadcasting systems are scalable in geographical means so it is easy reaching to the receivers in a short-term, however this service is not applicable nowon because of lack of infrastructure.

Why CellBroadcast Technology? • Cellbroadcast system can also be applied over the administrative divisions such as province, town, etc… However nowon as the infrastructure is not suitable for such a division this process is not applicable. • “888 Cellbroadcast Channel”, does not disturb the subscribers, only the ones who wants this service, uses this application for free. • Cellbroadcast technology is the cheapest way of communicating, moreover it’s an easily used technology. Therefore, the mobile phone users do not need to learn additional information in order to use this application. When we take into account the range of the age interval which uses mobile telephones, we can better understand the size of the potential that can use this system.

  10. 888 Cellbroadcast Channel CellBroadcast is the service that the citizens benefits by activating the related channel (888 CellBroadcast Channel) and gets free broadcasts by using Turkcell’s infrastructure. • The main goal is to form an “Information Framework” for raising the consciousness level of the city by determining sub-users for the departments of the local administrations (such as Governorships, General Directorate of Health, General Directorate of Culture, Security General Directorate,etc… ) • Broadcasts are free for the citizens. • Political issues or the broadcasts which looms large one of the public institutions or individuals are not allowed as a broadcast content.

  14. 3870 Interactive Participatory Channel • Citizens get a chance to transmit their requests, suggestions or complaints to the local authorities by using their mobile phones from everywhere and every moment by sending SMS’s to 3870 service number. • It helps the formation of a participatory urban culture, with the application of mobile referendums. • It’s an interactive participatory channel which tries to raise the level of participatory urban culture and helps out for the formation of a democratic environment.

  18. 888 & 3870 Mobile Referendum Application • This is an application that comes into existence by using both “888 Cellbroadcast Channel” and “3870 Interactive Participatory Channel”. • Local administrators apply questionnaires by asking their questions with “888 Cellbroadcast” service and gets the answers of the citizens with “3870 Interactive Participatory Channel” in an easy and a quick way.
