How we began with innovation policy? • 2002– formulation of RIS South Moravia – the first in Visegrad Region • creating regional consensus and building up political commitment was supported by: • highunemploymentrate in the region (12%); • end of Flextronics plant leaving 2,500 unemployedpeoplebehind; • establishment ofRegionalAuthorities • debate about the new Lisbon strategy – role of R&D&I in regionaleconomicdevelopment.

Someselectedimplementationoutputs • Establishment and developmentofimplementingagencies (JIC, JCMM, TTOs) • Establishment oftalentedstudents support system (cca 1 mil. €) • SOMOPRO programmeimplementation (8 mil. €) • 28 researchers are in the region, twocalls in preparation • threeincubatorsbuilt (10 mil. €) and other in preparation • 146 R&D and companycollaborationssupported by innovationvouchers • Science Learning Centre isbeingestablished (25 mil. €) • Developmentof a presigiousincubationprogramme by JIC • Realisationoffivebrokerageevents(so far 5 newprojects)

Resultsto date • Creating more than 350 highlyqualifiedjobs in 50 start-up companies, whichweresupportedthroughthe JIC incubationprogramme • Ability to repeatagreementacross the regionalinnovationsystem (e.g. establishment of JIC, JCMM, preparation of CEITEC project, influence overthe SF, preparationoftheScience LearningCentre etc.) • Promotingthe image of Brno as a centre of R&D&I and as a region withanadvancedregionalinnovationpolicy • Critical influence on streamingstructuralfundsesp. 680 mil. € from OP Research and DevelopmentforInnovation
