Stafford Act Changes Wisconsin Land Information AssociationMarch 12 - 15, 2002 • The Stafford Act (PL 93-288) “was enacted to support state & local governments and citizens when disaster overwhelms them.” • Disaster Mitigation act of 2000 (DMA2K) • PL 106-390 signed into law 10/30/2000 • Purpose was to establish a national disaster mitigation program

State Plan (two-tier) Wisconsin Land Information AssociationMarch 12 - 15, 2002 • Standard Plan: • Completed and approved by FEMA by 11/1/03 • Required in order to receive the 15% HMGP • Certain other disaster funds are contingent upon the state having an approved standard plan • Enhanced Plan: • HMGP funding increases to 20% • Updated and re-approved every three years
