  4. Institutional Framework in Romania for compensation regulations: MEWM. (throughNEPA, REPA, LEPAandNEG): Implementation of the European Network of Protected Areas Natura 2000 in Romania. M.A.P.D.R. (throughthe Management Authority for the PNDR 2007-2013): drawing up the technical fiche of the measure „Natura 2000 payments and other payments related to Directive 2000/60/EC” and „ Agro-Environment Payments”” drawing up the technical fiche of the measure “Natura 2000 payments for forests and the „Forest-Environment Payments” A.P.I.A. The support granted through Axis 2 will be targeted on the measures indicated in Article 36 : (a)Measures regarding the sustainable use of the agricultural surface through: payments for naturally handicapped areas for farmers of mountainous regions payments for farmers from areas with a natural handicap, other than those from mountainous regions; Payments for Natura 2000 and payments related to WFD (Directive 2000/60/EC) Payments for agro-environmental measures payments for the welfare of animals support for the unprofitable investments (b)Measures targeting at the sustainable exploitation of forest areas through: First afforestation of agricultural land First installment of agro-forestry systems on agricultural land First afforestation of non-agricultural land Natura 2000 payments payments for woodlands and environment reconstruction of the woodland potential and implementation of some prevention actions; support for the unprofitable investments. Conditions for the measures targeting at the sustainable use of agricultural land Article 38 –Natura 2000 and Directive 2000/60/EC related payments The support stipulated in Article 36(a) (iii) will be granted yearly and for each hectare of agricultural land to the farmers in order to compensate the assumed costs and the lost income as a result of the disadvantages from the areas stipulated in the directives 79/409/EEC, 92/43/EEC and 2000/60/EC. The support will be restricted to the maximum amount of money stipulated in the Annex. For the payments related to Directive 2000/60/EC, further detailed rules will be established, stipulating also the maximum amount of money that can be granted, according to the procedure from Article 90 (2). Conditions for measures targeting at the sustainable exploitation of forests Article 46 –Natura 2000 payments The support envisaged in Article 36(b)(iv)will be ensured yearly for each hectare of woodland, to the private owners or their associations, in order to compensate the costs and the income lost as a consequence of the restrictions resulted from implementing the Directive 79/409/EEC and 92/43/EEC in the respective area. The support will be established between the minimum and the maximum amount provided in the Annex. Regulation1698/2005 - FEADR (ELER) - Articles 38 + 46

Conditions for the measures targeting at the sustainable use of agricultural land Article 50 – Eligible sites Agricultural zones within designated Natura 2000 sites according to the Directives 79/409/EEC and 92/43/EEC and (agricultural) areas within the catchment area of management plans of river basin areas according to the Directive 2000/60/EC will be eligible for payments according to Article 36 (a) (iii). Designated Natura 2000 sites in forest areas according to the Directives79/409/EEC and 92/43/EEC will be eligible for compensation payments as stipulated in in Article 36(b) (iv).   11. The eligibility conditions for a farm : Use of an agricultural land with a surface equal or larger than 1 hectare. This surface cannot be formed of plots of land smaller than 0,3 hectares. Maintaining the above mentioned agricultural land in a good agricultural and environmental condition (GAEC) GAEC (OrderMWFRDno. 221/2006 for defining the good agricultural and environmental conditions in Romania “Within the Single Area Payment Scheme (SAPS), the good agricultural and environmental conditions will apply, defined as it follows : 1.growing of weeding plants on tillable land, with a slope higher than 12 % is forbidden; 2.elimination of the encroachment of the unwanted vegetation and of the weeds from the arable lands; 3.elimination of the unwanted vegetation, of the shrubs and bushes from the permanent pastures; 4.protection of permanent pastures – maintaining the areas covered with permanent pastures at the level registered on 1st of January 2007.”” Eligibility conditions Source: presentation of Andrei-Ştefan BĂLAN, MAPDR More information on pdf-document of NPDR: www.mapdr.ro

Financial support for regional activities of rural development • Basis: Leader Action Groups ( built by municipalities, local associations, district governments, etc.) • “Leader approach” for activities within Axis 2 or 3 increases the share of project financing • Integrated Rural Development Concepts • Networking possible within transnational Leader projects (contact agency in Brussels) • Examples: Shop(s) for sale of regional agricultural products with eco-labelling in the catchment area of a National park or Natura 2000 area Leader+ (new axis 4 of EAFRD)

LIFE III  LIFE + • Modifications within the LIFE programme • LIFE Environment will be continued within the pilot eco-innovations of the CIP (Competitiveness + Innovation Programme for entrepreneurs) • LIFE Third Countries will be continued within the framework of the European Neighbourhood Policy Programme • LIFE+ will be focussed on nature conservation, technological innovations will be eligible only in exceptional cases • Programme period will be adapted to Structural Funds Period 2007-2013 • Programme will be delegated mainly to the (New) Member States – who will be responsible for it in Romania? • Former LIFE – themes will be eligible also under the 7th RFP and EAFRD

LIFE III  LIFE + • Possible themes within LIFE+ • „Best-practice“ and pilot measures for the support of nature conservation and biodiversity (e.g. Lynx iberico) • Innovative or pilot actions which support the European Environmental politics (e.g. water management, chemicals, climate change, etc.) • Information and communication measures

INTERREG  Objective “Territorial co-operation” Territorial agenda for Europe (TAEU) with 6 thematic priorities to be approved in May 2007 in Leipzig, Germany upon an informal meeting of European ministers as theoretical basis for the new Objective Priority 06 of TAEU: Valorization of ecological and cultural heritage • Strengthening of the most important trans-european ecological structures and cultural resources • Conservation and sustainable management of landscape and ecological diversity of Europe • Conservation, valorisation and economic use of Europe’s cultural heritage • Exploitation of ecological and cultural values of a region for developing a regional identity for the people and to find an adequate position within all European Regions • Project examples: EuRoB, Idequa, Hermes

PRIORITY 04: Sustainable urban development – Partnerships between cities and rural areas INTERREG  Objective “Territorial co-operation” • Building and strengthening of partnerships between cities and rural areas • Safeguarding of sufficient potential of services • Improved use of potentials and development possibilities of rural areas by joining infrastructure, economy and political activities to urban areas • Example: Recreational potential of the Land Brandenburg for the capital city of Berlin Berlin

  20. 7th Research Framework Programme Framework conditions: ● Most important financial instrument of the EU for research topics ● 3rd financial fund of the EU (50,5 billion EURO without EURATOM) ● Not only for research, but also for implementation, pilot activities and meetings, seminars, etc. ● Administrations are very appropriate as project partners as they are users of European policies (not only for furnishing data)

New conditions compared to 6th RFP ● Programme period has been adapted to Structural Funds period from 2007 – 2013. ● Project volume can be smaller than during 6th RFP. ● Simplified structure due to 4 Sub-Programmes Co-operation – 32,4 Mrd EURO Ideas – 7,5 Mrd EURO People – 4,75 Mrd EURO Capacities – 4,09 Mrd EURO

Sub-programme „Co-operation“ ● „core piece“ of the 7th RFP ● all activities with transnational or cross-border character ● Key idea: Sustainable development ● Supported activities: networking projects, common technology activities, co-ordination of national programmes, international co-operation  Priority 6 of sub-programme “Co-operation”: Environment (including climate change) (1,890 billion Euro)
