This proposal recommends restructuring various faculty senate committees for improved efficiency and effectiveness in faculty governance. The changes include renaming and merging committees to align with the university's needs.

  1. Faculty Senate Committees Restructuring Proposal Update April 20, 2017

I make a motion to direct the FSEN Executive Committee to review and make recommendations at the next FSEN meeting on revising appropriate sections of the University Manual and the accompanying Constitution be modified in the following ways: • That the Academic Standards and Calendar’ Curricular Affairs and General Education Committees be reformulated into the Curriculum and Standards Committees; and • 2)The Undergraduate Academic Advising, Honors and Visiting Scholars and Teaching Effectiveness Committees be reformulated into the Teaching, Advising and Assessment Committee; and • 3)The Council for Research, Library Committees be reformulated into the Research and Creative Activities Committee; and • 4)The Committee on Information Technology, ccn etc and Library Committees be reformulated into the Technology Committee; • 5)Furthermore these committees shall comply in number and format to UM 4.13 • 6)And the Chair and faculty members of each committee shall be recognized for service time with appropriate release and budgetary support • 7)Shall be implemented for AY 2018

  4. Current Committee Membership • From the By-laws: 4.13 1) Six faculty members, one of whom is chair (2 year appointment) 2) Three students: one graduate and two undergraduates (1 year appointment) 3) Faculty appointments are to be made three per year (to ensure continuity)

  5. Changes Considered by FSEC • Six faculty members (unchanged from present by-laws) • One student (not three) • Students serve a one year term, renewable for a second year • Administrators serve as liaisons on an as-needed basis to provide expertise when requested

  6. Sample Manual Language (Informational Only) • 4.13 Unless specified otherwise, each committee shall be comprised of six faculty members, one of whom shall serve as chairperson, and one three students, either two an undergraduates and or one a graduate student as appropriate to the work of the committee.; tThe faculty members shall serve for terms of two years, and shall be appointed on a staggered basis, three one year and three the following year. Similarly, the committee chairs shall be staggered so that approximately one-half are named each year. TheSstudentmembers shall serve for one year and shall be eligible for appointment to a second term. TheyStudents shall be appointed, respectively, by the Student Senate orand by the Graduate Student Association. Committee chairs or the Faculty Senate Executive Committee may request that the University administration make available those administrators and/or staff members whose expertise is aligned with the work of the committees to act as liaisons to committees as needed. Administrator and/or staff liaisons may advise committee members regarding the work of the committee but shall not be considered committee members.

  7. Next Steps • Two Ad hoc committees over the summer: • 1) To advance the restructuring process and to ensure all committee duties are reflected accurately in any new Manual language • 2) To begin to provide proper training for those in CAC/GE (upcoming Curriculum and Standards Committee)

  8. Assistance from Administration • Administration Support • Provide funding for implementation, training and efforts (including these initial ad hoc committees for summer ‘17) • Provide release time for substantive service efforts
