  13. Constantza Port - Partnership Agreements To encourage the increase of traffic goods, Constantza port has established Partnership Agreements with important ports in the Europe, Caucasus and Middle-East regions.

Constantza Port – important European link for TRACECA • TRACECA – Intergovernmental Commission • Promotion of regional transport dialogue • Ensuring the efficient and reliable Euro-Asian transport links • Promoting regional economy on the whole • Romania has the presidency for the year 2012 • Constantza Port represents an important member, ensuring a viable link to UE for the TRACECA countries IDEA - ongoing TRACECA project in which Romania is involved Officially started on May 2009, the IDEA project (Transport dialogue and interoperability between the EU and its neighboring countries and Central Asian countries) has a duration of three years and aims at delivering a sustainable, efficient and integrated multi–modal transport system in the TRACECA region.

Constantza Port – Development Strategy • New Master Plan for Constantza Port • General objective: • Ensuring conditions for a growing efficient maritime transport system through: • - enhancement of the port infrastructure and efficiency of port operations leading to an increase in attractiveness for port users and a greater number of vessels in Constantza and Danube Ports • - preparing the future project portfolio • Specific objective: • Setting up the necessary framework to promote the development of Constantza maritime port for the period 2014-2020, through optimal planning of investments in transport infrastructure • Expected results: • - Diagnostic analysis of existing situation • - Variants of strategies • - Master Plan on short, medium and long term • - Development Strategy for Constantza Port

Constantza Port – Development Strategy • Increasing of the port operation safety within the basin of Constantza PortNC MPA SA Constantza is responsible for the safe access and operation of the vessels calling at Constantza Port. In this respect, special works are necessary to be carried out: dredging in the basins and access fairways and maintenance of the berths depth including the stability of mooring constructions. Estimated value: 49.5 mil Euro

Constantza Port – Development Strategy • Systematization of the artificial island (A) • A great potential for the development of other economic activities in the Port is represented by the Artificial Island • The Artificial Island has an area of 22.1 ha and it is a territory created with fillings from the excavations of the Danube-Black Sea Canal • The total area that can be achieved by the infrastructure works is 300 ha Estimated value: 300 mil Euro • Completion of infrastructure on Pier III and Pier IV South for specialized terminals (B) • The Southern Area of Constantza Port offers excellent development opportunities due to its large depths that allow the accommodation of high capacity vessels. Initiatives to improve commercial framework and business environment in Constantza Port • Establishing of framework contracts for port services (rental, utilities, agency, operators and ship owners services) • Identifying and clarifying the cadastral situation of services providers on the port public infrastructure • Negotiations with port operators regarding the change of traffic clauses into performance clauses by equipment upgrading and specific endowments in order to achieve competitive operational rates and services comparable in quality with the top European ports • Due to the bad weather conditions, NC MPA Constantza has reduced the tariffs applied to all inland vessels by 50% for the period January-February 2012; this initiative will be extended until April 2012 • As an incentive, NC MPA Constantza applies a 50% reduction in safety and passenger tariffs to all inland vessels with calls no longer than 48 hours
