Profilesin Strategic Security Jeremy Tamsett JeremyTamsettisagreatexampleofsomeone whohasusedanadvanced degreeinthe securityfieldtofurtherhiscareer.Jeremyhas a master’s degree with a focus in international securityandhasusedhiseducationandon the job training to advance his career in the strategicsecurityfield. Jeremy’scareerin intelligenceandcounterterrorismhasincluded work in both the private and public sector. Jeremy was a research assistant at the Center for Nonproliferation Studies in Monterey, CA where he maintained an international security database on behalf of the Nuclear Threat Initiative (NTI).Jeremy served as President and Founder of International Security SolutionsCorporation(ISSC),a consultancy that provided state and local government entitieswithsubjectmatterexpertiserelated toWMDterrorism.Subsequently,hebecame a founding partner of Resiligence, Inc., a risk management company. Jeremy provides security consulting services on terrorism, port security, and nuclear and radiological weapons issues for the Center for Terrorism and Intelligence Studies (CETIS) and the Homeland Security Innovation Association (HLSIA). CHAPTERTWO:CAREEROPTIONS INSTRATEGICSECURITY Theintelligence,counterterrorism,andprotectionfieldsarecomprisedofprivateandpublic/governmentorganizations whichseektomitigatesecuritythreatsfromamyriadofsources.Thisindustryisgrowingrapidlyandprovidessignificant opportunitiesforjobseekersthathavetheskillsandeducationnecessarytosucceed.Oneanalystsuggeststhatevenone significantterroristattackonU.S.,Japanese,orEuropeansoil,“couldincreasetheglobal[homelandsecurity]market in2015to$730billion,morethanatwelvefoldincreasefromtoday’slevel.”(OswaldEppers;“HomelandSecurityJobs –BoomingJobMarket;”availableatwww.buzzle.com.)The“privatization”ofsomeoftheU.S.intelligencecommunity has led to an increase in private sector intelligence jobs. Of the $44 billion U.S. intelligence budget, private or non- governmental organizations receive about 70 percent or $31.8 billion (CSIS Transnational Threat Update, Vol. 6.7) IntelligenceCareers Publicandprivatesectororganizations haveliterallythousandsofintelligencejobsavailableforqualified individuals. A career in intelligence requires employees to analyze and effectively report on political, economic and social trends in countries around the world in support of policymakers. Major U.S. intelligence agencies, such as the CentralIntelligenceAgency(CIA),theDefenseIntelligenceAgency(DIA),andtheNationalSecurityAgency(NSA)seek to hire individuals with a wide variety of skills and expertise.   5. Theprivatesector alsohasmanyintelligencecareeropportunities,includingemploymentinmajorcorporations, think-tanks, and non-governmental organizations (NGOs). NGOs employ researchers with specificarea and tradecraft expertise in intelligence. Many NGOs, such as Human Rights Watch and International Crisis Group, have watch centers around the world in which intelligence analysts monitor and analyze current events. Institutions such as the Organization of American States (OAS), North Atlantic Treaty Organization (NATO), International Atomic Energy Agency (IAEA), and the Organization for the Prohibition for Chemical Weapons (OPCW) also employ intelligence analysts. Finally,largecorporationsoftenmaintainintelligenceunitsthatemployformermilitaryintelligenceofficersorcivilian intelligence analysts. Recent corporate intelligence job openings from Fortune 500 companies and government prime contractorsthatprovideintelligenceservicestothegovernmentinclude:BAE Systems, Boeing, Booz Allen Hamilton, CACIInternational,LockheedMartin,NorthropGrumman,ScienceApplicationsInternationalCorporation,andSRA International. CounterterrorismCareers Counterterrorismcareersrepresentasignificant componentofthestrategicsecurityindustry.Theabilitytosetup basiccounterterrorismoperationsand/orperformthreatandriskassessmentsisvitaltobothpublicandprivatesector institutions.Thedemandforqualifiedindividualsinavarietyofcounterterrorismcareerfields isgrowing,asevery sector of service and protection has a need for someone with knowledge of counterterrorism. Manyofthegovernmentagencies listedabovehavecreatedinternalcounterterrorismdivisions.Theseagencies are looking for subjectmatteranalysts, specialistsin terrorist strategyand target selection, technologyspecialists, and weaponsspecialists,amongotherareasofexpertise.Specifically, theDepartmentofHomelandSecurity(DHS)was created after the September 11th terrorist attacks to prevent further attacks and coordinate federal, state, and local agencies.TheDepartmentofDefense(DoD)alsoemploysover600,000 full-timecivilians,manyofwhomserveina varietyofcapacitiesinitscounterterrorismmission,includingtheservicebranchintelligencecentersandintelligence combat support agencies like the DIA and National Geospatial Intelligence Agency (NGA). Specialistsincounterterrorismcanalsofindemploymentopportunitiesatthestateandlocallevel.All50stateshave somevariationoranotherofanOffice ofEmergencyManagement/Services(orOffice ofHomelandSecurity)where locallawenforcement,emergencyrespondersandotherstateofficialsworkwithfederalcounterterrorismofficersfrom agenciessuchas theFBI, DEA, and DHS tocoordinateall-hazards mitigation, prevention, and responsestrategies. ProtectionCareers Therearemanyprotectionjobsavailableintoday’scompetitivesecuritymarket-rangingfromprotectingpublicfigures such as diplomats and dignitaries, to providing physical risk assessment services to large corporations. Corporate security, private security, and federal protection careers are some of the many types of jobs available to individuals interested in a career in protection. Thecorporatesecuritymarketplace demandsthehighestlevelsofprofessionalismandeducation.Corporate securityincludeseverythingfromtradesecretstofinancial information,employeeaccessorthesecuringoflocations andinformationtechnology.Thosechargedwithprotectingcorporateexecutivesandprovidingforthesecurityoftheir assetsmustunderstandriskinallofitsdimensions.Atthepatrolandsupervisorylevel,corporatesecurityranges fromroutinepatrolsbyuniformedunarmedorarmedsecurity,tomoreadvancedsurveillanceanddetectionstrategies. Corporatesecurityprofessionalsmustpossessavarietyofskillsandspecialtytrainingtoeffectivelyandefficiently detect and deter those that threaten company employees and facilities. CHAPTERTHREE:CAREERADVANCEMENT INTHESTRATEGICSECURITYSECTOR Profilesin Strategic Security Colonel Edward Hagerty, PhD Colonel Edward Hagerty, PhD, provides an interesting example of the diversity with whichonecanfind inastrategicsecurity career. Colonel Hagerty entered this field throughmilitaryenlistmentandhas advancedhiscareersignificantlythroughthe education he received while working towards his master’s and doctoral degrees. Colonel Hagerty, USAFR, is currently serving as the Mobilization Assistant to the Commander AirForceOffice ofSpecialInvestigations (AFOSI), Andrews AFB, Maryland, where he commands the entire spectrum of worldwide efforts of that organization in the absence of the commander and leads 420 AFOSI reservespecialagentsandsupportpersonnel. ColonelHagertyhas28yearsofprogressively responsibleexperienceincivilianandmilitary law enforcement and counterintelligence/ force protection arenas. His duties have included working espionage, antiterrorism and counterintelligence cases and serving on joint FBI task forces. Colonel Hagerty completed14yearsofdistinguishedserviceas a police lieutenant with the Philadelphia PD in1993.He has13years experience teaching adult students in an online environment. He maintains an active Top Secret clearance and isapublishedauthorinhisfield ofmilitary history, receiving numerous decorations fromtheUSAF. Individuals seeking employment in the fieldsof intelligence, counterterrorism,andprotectionmustbepreparedtoaddress complex and nuanced situations in a rational and analytical manner.Employmentinthisfieldtypicallyrequiresaminimum ofafour-yeardegreewithsomedirectexperienceoranadvanced degree in a related field (intelligence or national security, among other areas). Military experience with additional relevant education is also another avenue through which to gainentranceintothefieldofstrategicsecurity.Agenciesand organizationsarealsolookingforindividualswithspecialization intechnologyandweaponssystems-oftenacquiredthrough previousmilitaryservice.Individualsinthesefieldsmusthave anexceptionaleducationANDtradecraftexperience.Today’s analystsandoperativesmustbecomefamiliarwiththecomplex origin of threats and with ways of mitigating these threats.
